The Township recognizes the Freehold Township
Independent No. 1 and the East Freehold Fire Companies, duly incorporated
volunteer fire companies, as agents and instrumentalities of the Township
for prevention and control of fire, and those companies are authorized
to use the hydrants and facilities of the Township in discharging
their functions. For purposes of this article they shall be referred
to jointly as the "Fire Department."
Volunteer firemen in the Township shall be enrolled
in the Firemen's Relief Association.
Officers and members of the Department shall
be chosen and admitted to membership in accordance with the bylaws
of the company which shall govern the department generally. No person
shall become a member of the Fire Department of the Township or any
unit thereof who is under the age of 18 years. He must likewise be
of good moral character. He shall be physically fit to perform the
duties of a fireman, as evidenced by a certificate to that effect
by a practicing physician of the State of New Jersey after physical
examination for that purpose. Officers of the Department shall be
subject to confirmation by the Township Committee prior to taking
office.
Every member of the Fire Department shall, in
each and every year, perform at least 60% of duty to be composed of
actual attendance and duty at fires and drills, and a record shall
be kept on such attendance and duty by the Chiefs of the two volunteer
fire companies and reported to the municipal officers annually.
The authority, control, guidance and all other
administrative functions of the Township Fire Department shall be
assumed jointly by the Commissioners of the Fire Districts created
on May 11, 1970.
No rules or regulations shall take effect until
a copy thereof has been delivered to each member of the Department.
Pursuant to N.J.S.A. 40A:14-59 et seq., a fireman
otherwise qualified who has performed 60% of fire duty during each
of seven years shall be entitled to the issuance of an exempt fireman's
certificate and all of the rights and privileges thereto. Sufficiency
of service shall be established by records of the Department filed
annually with the municipal officers. Such records shall be verified
by the chief pursuant to N.J.S.A. 40A:14-59.
