The owner or his agent, lessee, tenant or occupant of every dwelling, house or other premises where waste accumulates shall provide and keep in the premises sufficient and suitable receptacles with tight-fitting covers for receiving and holding waste.
There shall be at least one receptacle for each family unit or other occupant of the premises and at least two receptacles or one of ample capacity and design acceptable to the Board of Health for each commercial or business establishment where refuse accumulates. Each occupant of residential or commercial premises shall provide sufficient receptacles to store all waste which may be accumulated between the times when the refuse is disposed of.
Each receptacle shall be tight, nonporous metal or plastic with a tight-fitting cover so constructed as to prevent spilling or leakage of contents. Each receptacle for use at a single residence shall have a capacity of not more than 30 gallons or less than 20 gallons, shall be of tapered design and equipped with a pull handle or handles. Each receptacle shall be verminproof.
Receptacles for waste from multidwelling units or industrial premises may have a greater capacity than that prescribed in § 290-3, provided that they meet the qualifications of a suitable receptacle and are equipped for handling by motorized equipment.
Garbage in receptacles that are badly broken or otherwise fail to meet the requirements of this article need not be collected, provided that written notice has been given to the owner and the Health Officer.
Receptacles shall be conveniently located on premises for the storage of refuse and maintained in such a manner with the cover in place as to prevent creation of a nuisance or menace to public health.

Garbage shall be drained of all liquids, wrapped in paper or placed in paper bags, and placed in proper receptacles.
B. 
Papers not placed in receptacles shall be secured and properly tied into bundles or other packages in a manner to prevent scattering while awaiting or during collection. The bundle or package shall be of a size and weight to permit ease of handling by one man.
C. 
Combustible or noncombustible waste of such a nature that it cannot be deposited in a receptacle shall be securely and properly tied into bundles or packages of a size and weight to permit ease of handling by one man and shall be packaged or otherwise assembled in quantities weighing not more than 50 pounds.
D. 
Rocks, concrete, junk, scrap, metal, plumbing fixtures and contaminated earth and machinery parts shall be segregated.
A. 
The person occupying any premises whereon a business or industry is conducted shall arrange for the removal of refuse on such premises each day unless sufficient facilities are provided and used for the storage of refuse within a roofed enclosure on the premises until the refuse is removed.
B. 
The person occupying any premises shall be required to arrange for the pickup or collection of refuse from the premises at least twice a week.
A. 
All vehicles for which permits are issued shall be of the closed type and shall be constructed and loaded in such fashion that no part of the contents shall fall, leak or spill.
B. 
Vehicles operated under a permit must be properly covered to prevent the scattering or spilling of rubbish on either private or public property.
C. 
Any licensee who spills or scatters any refuse collected by him on either public or private property shall immediately collect the refuse for disposal.
D. 
Vehicles for which permits are issued shall be identified as to ownership, both as required by state law and on the right side of the vehicle.
E. 
All licensees shall comply with state laws, the ordinances of the Township and the rules, regulations and orders of the local Board of Health and the State Department of Environmental Protection.
F. 
Collections shall be made between 6:00 a.m. and 6:00 p.m. on weekdays, Saturdays and holidays, and shall be done in a quiet and orderly manner.

No person shall park or leave unattended any waste or refuse container, commonly known as a "roll-off dumpster" or "roll-off container," on or along any street, highway or public property in the Township without having first obtained a permit from the Freehold Township Police Department. No permits shall issue except where the portion of the premises’ driveway which is immediately adjacent to the street is in the process of being replaced/reconstructed and cannot accommodate a dumpster, in which case, a permit may be granted for a maximum of two days. The cost for each permit shall be $25.

Any roll-off dumpster or roll-off container parked on or along any street, highway or public property in the Township shall be equipped with and display markers consisting of all yellow reflective diamond-shaped panels having a minimum size of 18 inches by 18 inches in order to warn passersby of the presence of a traffic hazard requiring the exercise of unusual care. These panels shall be mounted at the edge of the dumpster at both ends nearest the path of passing vehicles and facing the direction of oncoming traffic. The markers shall have a minimum mounting height of three feet from the bottom of the panels to the surface of the roadway.
Violations of the provisions of this article shall be punishable as provided in Chapter 1, Article II, General Penalty.
