There shall be a Department of Parks and Recreation, the head of which shall be the Director of Parks and Recreation, who shall be appointed by the Manager for an indefinite term, subject to suspension or removal by the Manager, and shall receive such compensation as shall be fixed from time to time by a General Salary Ordinance.[1] The Director of Parks and Recreation shall be qualified by training and experience for the duties of his office.

The Department of Parks and Recreation shall:
A. 
Administer and operate playgrounds, facilities for indoor and outdoor sports and athletic and recreational programs and activities for children and adults.
B. 
Administer and operate facilities, functions and activities relating to public recreation.
C. 
Use Township and public school property, by agreement with the Medford Township Board of Education, to the extent such property may be adaptable and available for recreational programs and purposes of the Department.
D. 
Plan and develop additional public recreational areas and facilities.
E. 
Sponsor, arrange and provide for the giving of indoor and outdoor exhibitions, concerts, games and contests, and use and employ public property for such purposes. The Department may charge and collect for the use of the Township a reasonable admission fee for each person entering or using facilities, exhibitions, concerts, games or contests provided under this article, when authorized by the Council.
F. 
Adopt reasonable rules, regulations and bylaws for the conduct of all persons while on or using such public property devoted to parks or recreational uses. Any person who shall violate any such rules, regulations or bylaws may be removed and excluded from said premises and participation in said activities.
