A. 
Applicability. This section shall be applicable to the streets, roads and parking areas in Harding Woods Mobile Home Park as reflected on a site plan attached hereto, made a part hereof and marked Exhibit A;[1] and said section shall become effective immediately upon publication in the manner prescribed by law and upon consent and approval by the Commissioner of the New Jersey Department of Transportation.

B. 
Parking. All vehicles in parking lots shall be parked in designated parking areas and between the lines provided for identifying the boundaries of parking spaces.
C. 
Handicapped parking. All handicapped parking stalls shall be 12 feet wide and located on Exhibit A, and they shall be signed with signage reflecting parking reserved for the handicapped and a penalty for violation. Said parking stalls shall be utilized exclusively for persons who have been issued handicapped parking permits by the New Jersey Division of Motor Vehicles.
D. 
Stop intersections. Stop intersections are hereby established at the intersections reflected on Exhibit A for the street indicated.
E. 
Speed limits.
(1) 
The speed limits for travel in parking lots shall be 10 miles per hour.
(2) 
The speed limit for travel on all roads situate in Harding Woods Mobile Home Park shall be 20 miles per hour.
F. 
Signage. The owner of Harding Woods Mobile Home Park shall install all signage required to carry out the provisions of this section in conformity with the current New Jersey Manual on Uniform Traffic Control Devices and shall furnish all signs, posts or other necessary materials to effect said compliance.
G. 
Tow-away zone. Any vehicle parked or standing so as to obstruct or impede a normal flow of traffic, block entrances or exitways, loading zones, oil fills, any grass area or pedestrian walkway or present in any way a safety or traffic hazard may be removed by towing the vehicle at the expense of the owner or operator.
H. 
In the absence of a penalty provided by New Jersey statute for violation of this section, any person, firm or corporation violating this chapter or failing to comply with any of its requirements shall be subject, upon conviction, to one or more of the following: imprisonment in the county jail for any term not exceeding 90 days; or by a fine of no less than $100 and not more than $2,000; or by a period of community service not exceeding 90 days.
