No person owning, harboring, keeping, walking or in charge of any dogs shall cause, suffer, permit or allow such dog to soil, defile, defecate or commit any nuisance on any common thoroughfare, street, sidewalk, road, play area, park or any other place where people congregate or walk, or upon any public property whatsoever, or upon any private property in said Township, without the permission of the owner of the private property.
If any such person shall permit such dog to soil, defile, defecate or commit any nuisance in the aforesaid area, he or she shall immediately remove and dispose of all feces and droppings deposited by said dog, which removal shall be in a sanitary manner by shovel, container and disposal bag, or by other sanitary means, and shall dispose of such feces in a sanitary manner.
No blind person in charge of a guide dog shall be subject to the foregoing provisions.
Any person who violates any provisions of this article shall, upon conviction thereof, be punished by a fine not exceeding $500 or imprisonment for a term not exceeding 90 days, or both. A separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
