Any park, playground, beach or other recreation area of the Village of Croton-on-Hudson shall be open for use only in accordance with the schedule of hours posted on the facility in question and as filed in the office of the Recreation Department. The Village Manager or his duly designated representative may prescribe rules for the use of any such area between such hours as he may deem proper on application by groups and individuals pursuant to permits granted in conformance with the rules prescribed.
The Village Manager or his duly designated representative shall place a sign in or upon each area affected, setting forth the hours during which the area is closed.

No person, except pursuant to a permit as aforesaid or except a Village official on Village business, shall occupy, use or be present in or upon any such park, playground, beach or other such recreation area at any time other than those prescribed in the schedule filed in the office of the Recreation Department or posted at the facility. Any use, presence or occupancy without the hours so listed shall constitute a violation of this article.

Admission to public parks, swimming and boating facilities shall be by permit issued by the Village Manager or his duly designated representative.

Use of the aforesaid facilities shall be limited to residents of the Village of Croton-on-Hudson, except in Croton Landing Park, Manes Field, and Fireman’s Field or as authorized by the Board of Trustees of the Village of Croton-on-Hudson.
Residents of the Village of Croton-on-Hudson may be accompanied by nonresident guests, whose number shall be limited by determination of the Village Manager or his duly designated representative.
Fees for admission to parks and swimming and boating facilities shall be set and determined by the Village Manager or his duly designated representatives.[1]

No person within any park, playground, beach or other recreation area of the Village of Croton-on-Hudson shall:
A. 
Operate a motor vehicle within any of the aforesaid facilities except by specific authorization of the Village Manager or his duly designated representative.[1]

B. 
Discard trash, litter, bottles, papers or boxes within the aforesaid facility.
C. 
Possess, carry or exhibit any firearm, firecracker or explosive device within the aforesaid facilities.
D. 
Permit or allow any dog or other domestic animal within the aforesaid facilities; provided, however, that the following exceptions apply:
(1) 
Croton Landing Park: Riverwalk Trail. Dog owners may walk their leashed dogs, with a leash no more than six feet in length, only on the Riverwalk Trail within Croton Landing Park and only during posted hours that the park is open. It shall be unlawful for any owner of any dog to permit or allow such dog to be in any other areas within Croton Landing Park except as are necessary to access the Riverwalk Trail from the Croton Landing parking lot.
(2) 
Black Rock Park. Dog owners may bring their licensed restrained dogs to a designated area within Black Rock Park where dogs may be allowed access not restrained by a chain or leash subject to certain conditions outlined by the Village Recreation and Parks Department. Dog owners may also walk their leashed dogs, with a leash no more than six feet in length, in the other areas of Black Rock Park not designated as the Black Rock Park off-leash dog park area.

(3) 
Gouveia Park. Dog owners may walk their leashed dogs, with a leash no more than six feet in length, within Gouveia Park only during posted hours that the park is open.

E. 
Operate a motor vehicle within the aforesaid facilities or access roads or parking areas at a speed greater than 10 miles per hour.
F. 
Swim, bathe or boat except in areas designated by the Village Manager or his duly designated representative.
G. 
Operate any boat at a speed greater than five miles per hour in the harbor or mooring area.
H. 
Operate any boat within 100 feet of any designated swimming area.
I. 
Engage in boisterous conduct, horseplay or any activity which will interfere with the enjoyment of the aforesaid facilities by other users.
J. 
Refuse to obey instructions of authorized employees and personnel in regard to safety and conduct.
K. 
Sell or offer for sale any food, goods, wares or merchandise, except as authorized by the Village Manager, and after the payment of a fee in an amount set by resolution of the Board of Trustees.

L. 
Utilize broadcasting equipment except as authorized in advance by the Village Manager or her designee.

M. 
Smoke or burn any tobacco or cannabis product, or substitute product in the form of a cigarette, cigar, or any other smoke-producing product or device, including pipes, or use electronic cigarettes or other similar products that rely on vaporization or aerosolization, or dispose of said tobacco or cannabis products, lit or unlit, including cigarette or cigar butts, except in containers designated for that purpose.

N. 
No person shall launch, direct or land any unmanned aircraft, including but not limited to model airplanes, model helicopters, drones, rockets, or gliders in any parks and public recreational facilities without first registering such device with the Recreation Department and then shall be used in accordance with the rules and regulations prepared by the Village Manager or duly designated representative.

(1) 
All individuals registering with the Recreation Department shall furnish all documentation as required by the Federal Aviation Administration.
(2) 
The restrictions set forth herein shall not apply to emergency services.

A. 
A violation of any provision of this article shall constitute an offense punishable by a fine not to exceed $250 for each and every such offense.
B. 
Any park ranger in the employ of or under contract to the Village of Croton-on-Hudson observing a violation of this article in his presence is hereby authorized to issue and serve an appearance ticket for such violation.
