Every building used or designed as an apartment house occupied or intended
to be occupied for residence purposes by two or more families, now existing
or hereafter constructed in the village, shall be provided with such adequate
fire escapes, outside stairways or other means of egress in case of fire as
shall be directed by the Building Inspector. Such fire escapes, outside stairways
or other means of egress in case of fire shall be constructed of noncombustible
materials and shall be of sufficient strength to safely sustain a superimposed
load of 100 pounds per square foot. The owner or lessee of any such building
required to be so equipped shall keep such fire escapes, outside stairways
or other means of egress in good repair.
Whenever any building so required to be provided with fire escapes,
stairways or other means of egress shall be constructed, improved or altered,
the Building Inspector shall require, before the approval of plans or the
issuance of a permit for the construction, improvement or alteration of the
same, that the plans therefor shall provide proper fire escapes, outside stairways
or other means of egress as required by this Article. The failure or neglect
of any person responsible hereunder to comply with any of the requirements
of this Article or with any direction or order of the Building Inspector made
pursuant thereto shall be deemed a violation hereof.
No person shall at any time place any encumbrance or obstruction of
any kind whatsoever before or upon any such fire escape, stairway or other
means of egress.
