As used in this chapter, the following terms shall have the meanings
indicated:
FIREWORKS
Any blank cartridge, blank cartridge pistol, toy pistol, toy cannon,
toy cane or toy gun in which explosives are used, firecrackers, torpedoes,
skyrockets, roman candles, bombs, sparklers or other combustible or explosive
of like construction, or any other explosives, or any substance or combination
of substances or article prepared for the purpose of producing a visible or
an audible effect by combustion, explosion, deflagration or detonation, or
other device containing any explosive substance.
Except as otherwise provided herein or in the Penal Law of the State
of New York, no person shall offer or expose for sale, possess or sell, furnish,
use, explode or cause to explode any fireworks in the Village of Garden City.

A permit to discharge fireworks may be granted in the discretion of
the Board of Trustees upon application in writing accompanied by a fee to
be paid to the Village Clerk in such amount as determined from time to time
by resolution of the Board of Trustees. Such application shall state the name
and qualifications of the person, who shall be over the age of 21 years, and
the time and place and purpose of discharge of said fireworks. The permit
shall be granted subject to such conditions and limitations as the Board of
Trustees of the village may deem fit to impose.
