A. 
The municipal parking areas situated in the village adjacent to the Country Life, Garden City, Nassau Boulevard, Merillon Avenue and Stewart Manor railroad stations, which are so marked and indicated by suitable signs, are hereby designated as restricted parking areas wherein the parking or standing of vehicles shall be restricted to vehicles owned by persons residing within the corporate limits of the village who first obtain a license and sticker as hereinafter provided.
B. 
The Board of Trustees may, from time to time, designate, mark and indicate by suitable signs certain municipal parking areas situated in the Village adjacent to the Country Life Press, Garden City, Nassau Boulevard, Merillon Avenue and Stewart Manor railroad stations as restricted parking areas wherein the parking or standing of vehicles shall be permitted for vehicles owned by persons not residing within the corporate limits of the Village who first obtain a license and sticker as hereinafter provided.

C. 
As used herein, an "owner" of a vehicle includes a person other than a lienholder, having the property in or title to a vehicle; a person entitled to the use and possession of a vehicle subject to a security interest in another person; and a lessee or bailee of a vehicle having the exclusive use thereof, under a lease or otherwise, for a period greater than 30 days.
No vehicle shall be parked or permitted to stand in any of such restricted parking areas unless a license and sticker bearing the number of the license and the year for which the same shall be issued have been obtained for the vehicle from the Village Clerk and said sticker is affixed and conspicuously displayed on the rear thereof as directed by the Village Clerk.

All such parking licenses and stickers shall be issued by the Village Clerk in accordance with forms therefor approved by the Board of Trustees. The fee for such license and sticker shall be as determined from time to time by resolution of the Board of Trustees. Said fee shall be paid to the Village Clerk before the issuance of such license and sticker.
In the event a vehicle for which a license and sticker have been issued is transferred to another person, the sticker shall be removed and destroyed.
No person to whom a license or sticker is issued shall transfer such license or sticker to another person. No person shall display on a vehicle or operate a vehicle on which is displayed a sticker which has been issued for another vehicle.
The Board of Trustees may suspend a license where any violation of this Article has been reported, pending a hearing before said Board or a trial in the Village Justice Court, and may revoke a license upon any violation of this Article being established through such a hearing or by a conviction in said Court.
In the event a person has a license revoked, no license shall be issued to such person in that calendar year unless the approval of the Board of Trustees is obtained.
