Before commencement of construction of a septic
sewage disposal system, the owner shall obtain written approval from
the Rockland County Department of Health.
A permit for a septic sewage disposal system
shall not become effective until the installation is completed to
the satisfaction of the Rockland County Department of Health, in addition
to the Plumbing Inspector. The Plumbing Inspector and/or the Rockland
County Department of Health shall be allowed to inspect the work at
any time during construction, and, in any event, the applicant for
the permit shall notify the Plumbing Inspector when the work is ready
for final inspection and before any underground portions are covered.
The inspection shall be made within 48 hours of the receipt of notice
by the Plumbing Inspector.
The type, capacities, location and layout of
a septic sewage disposal system shall comply with all recommendations
of the Rockland County Department of Health of the State of New York
and its successor. No permit shall be issued for any septic sewage
disposal system employing subsurface soil absorption facilities where
the area of the lot is less than adequate to support the proposed
installation. No septic tank or cesspool shall be permitted to discharge
into any sanitary sewer unless approved by the Village Engineer and
the Board of Trustees.
The owner shall operate and maintain the septic
sewage disposal facilities in a sanitary manner at all times, at no
expense to the Village.
No statement contained in this article shall
be construed to interfere with any additional requirements that may
be imposed by the Rockland County Department of Health.
