The Fire Department of the Village of Scotia
shall consist of a full-time staff of paid firefighters and associated
volunteer firefighters.

A.
The Chief of the Fire Department is the ranking and
commanding officer of the Fire Department. The Fire Chief or his designee
is responsible for:
(1)
The enforcement of all laws, ordinances and provisions
of the Village Law coming within the jurisdiction of the Fire Department.
(2)
The enforcement of the rules and regulations and all
orders of the Board of Trustees.
(3)
The discipline and efficiency of the members of the
Fire Department.
(4)
The supervision of Fire Department responsibilities,
and he shall exercise such administrative authority and supervision
of departmental work as the Board of Trustees may assign from time
to time.
(5)
Making fire safety inspections of areas of public
assembly as defined in Part 606 of Title 9 of the New York Codes,
Rules and Regulations, at least once per year.
(6)
Making fire safety inspections of all multiple dwellings
and all nonresidential occupancies at intervals consistent with local
conditions.
(7)
Making inspections in response to bona fide complaints
regarding conditions or activities or allegedly failing to comply
with Chapter C of the New York State Uniform Fire Prevention and Building
Code.

B.
The Fire Chief or his designee shall have the power,
in case of fire, to demolish buildings or parts of buildings which,
in his judgment, might create a hazard or cause further damage.
C.
The Fire Chief or his designee, in an emergency, shall
have the power as provided by law to aid other municipalities and
to ask for aid from such municipalities when conditions, in his judgment,
so warrant.
D.
During any temporary absence of the Fire Chief or
his designee, the administrative command of the Department shall be
under an officer designated by the Chief.

A.
In
the absence of the Fire Chief or his designee, the Duty Captain (career)
shall command the Department and be held responsible therefor in all
respects, with full powers and responsibilities of the Fire Chief.
B.
In
the absence of the Fire Chief or his designee and the Duty Captain
(career), the operation at all emergencies shall be the responsibility
of the senior Department Captain (career).
C.
In
the absence of the Fire Chief or his designee and all of the Department
Captains (career), the operation at all emergencies shall be the responsibility
of the Assistant Fire Chief.
D.
In
the absence of the Fire Chief or his designee and all of the Department
Captains and the Assistant Fire Chief, the operation at all emergencies
shall be the responsibility of the Duty Lieutenant (career) or, in
his/her absence, of the senior Department Lieutenant (career) present
at the scene.
E.
In
the absence of the Department officers (career) and the Assistant
Fire Chief at the scene of an emergency, the senior firefighter (career)
at the scene shall assume command.
F.
In
the absence of all Department officers (career) and all career firefighters
at the scene of an emergency, the Volunteer Captains or Volunteer
Lieutenants will assume command in order of their rank.
G.
In
the absence of all Department officers (career and volunteer) and
firefighters (career) at the scene of an emergency, the senior firefighter
(volunteer) at the scene shall assume command.
H.
Off-duty
career officers and firefighters responding to a fire call shall report
at their command rank.
A.
Fire Captains shall be in charge of their respective
platoons and the fire station when on duty. They shall preserve order
and discipline at quarters and when at fires. They shall be responsible
for the cleanliness of the station and apparatus as well as the grounds
of the station. They shall cause roll to be called each morning at
8:00 a.m. and report absentees to the Fire Chief or his designee.
They shall assign firefighters under their command to general duties,
such as routine station work, inspections and house watches.

B.
Fire Captains shall, by inspection, familiarize themselves
with exits and general features of all mercantile, manufacturing,
storage and office buildings in their districts. They shall report
to the Chief or his designee any hazards or dangerous conditions existing
therein.

C.
A Fire Captain shall perform such other duties as
may from time to time be assigned to him by a ranking officer. Fire
Captains are at all times responsible for the enforcement of the orders,
rules and regulations of the Fire Department.

Fire Lieutenants/EMT shall perform such duties
as may be assigned to them by their Captain or the Fire Chief and
when in charge of a platoon shall be responsible for the enforcement
of the orders, rules and regulations of the Fire Department.
