Fire prevention — See Ch. 150.
The purpose of this chapter is to provide rapid access into buildings by the Scotia Fire Department during times of emergency to enhance its ability to protect the health, safety and welfare of persons and property.
The following buildings and properties in the Village of Scotia shall be equipped with a key box:
Commercial or industrial structures that are protected by an automatic alarm system, fire suppression or standpipe system, or are secured in a manner that restricts access during an emergency.
Multifamily residential structures containing five (5) or more dwelling units as defined under Section 310 Residential Group R of the Fire Code of New York State that have restricted access through locked doors and have a common corridor for access to the dwelling units.
Property protected by a locked fence or gate shall require a security padlock.
This chapter shall not apply to one- and two-family dwellings.
The key box shall be a UL. type and size approved by the Fire Chief or Fire Code Enforcement Officer.
The key box shall be located in a location approved by the Fire Chief or Fire Code Enforcement Officer.
The rapid response key box shall contain the following:
Keys to locked points of egress, whether interior or exterior.
Keys to the locked mechanical and sprinkler riser rooms and electrical rooms or panels rooms.
Keys to the locked elevators rooms.
Keys to elevator and fire alarm controls.
Keys to any fenced or secured area.
Keys to any other area or other information that may be required by the Fire Chief or Fire Code Enforcement Officer.
A list of emergency contact people and phone numbers for such building.
Upon request, a floor plan of the building.
A list of hazardous materials including material safety data sheets for material located in the building or on the premises.
Access to digital keypads.
All existing buildings shall comply with this chapter six months from its effective date. All newly constructed buildings not yet occupied or buildings currently under construction and all buildings applying for a certificate of occupancy shall comply immediately.
The Fire Chief and Fire Code Enforcement Officers of the Fire Department are hereby authorized to enforce the provisions of this chapter.
Any person, firm or corporation violating any provision of this chapter shall, upon conviction thereof, be punishable by a fine of not more than $250 or imprisonment for a term not exceeding 15 days, or both. Each day that a violation continues shall be deemed a separate offense.
