The following locations are hereby established by the Village of Scotia
as municipal parking lots:
All municipal parking lots shall be maintained in good repair and kept
clear of refuse, debris and snow by the Superintendent of Public Works.
All municipal parking lots shall be supervised and controlled by the
Chief of Police.

A.
General rules applicable to all municipal parking lots.
(1)
It shall be unlawful to park any vehicle in any municipal
parking lot in a manner that would violate any village local law or contrary
to any rule or regulation established by the Board of Trustees or by the Chief
of Police.
(2)
No commercial or freight-carrying vehicle or trailer
shall be parked in a municipal parking lot at any time.
B.
Rules for individual lots.
At each entrance to a municipal parking lot there shall be conspicuously
posted a statement of the hours of operation and a schedule of the rates charged.
It shall be unlawful to park in any lot where a fee is required without paying
such fee or to remain for a period of time exceeding that covered by said
fee.
It shall be unlawful to park any vehicle in a lot provided with parking
meters without promptly inserting a proper legal coin in the meter designated
for the space occupied or to remain for a period of time exceeding that covered
by such coin.

A.
There shall be a fine of $15 for each and every violation
of this article. Handicap parking violations shall be fined as provided by
state law.
B.
Any vehicle in violation of this article may be caused
to be removed by the Police Department. The owner or operator of such vehicle
so removed shall pay the cost and expense of such removal and the storage
which may result therefrom.

A permit shall be required for the private operation of a parking lot
which is open to the public upon payment of a fee or rental. Said permit shall
be obtained from the Village Clerk-Treasurer upon payment of an annual fee
as established by the Board of Trustees. Application for a permit shall be
made in writing and shall contain the following information:
Convenient access to and from a public street shall be provided and
so designed to avoid unnecessary obstruction to traffic. Each parking space
shall contain at least 200 square feet exclusive of passageways and driveways.
The surface of all parking areas and driveways shall be paved with concrete,
asphalt, macadam or other similar material. Each parking space and the access
drives thereto shall be prominently indicted by standard pavement markings.
Permanent curbings shall be installed to prevent cars from projecting over
any property line. Adequate lighting shall be provided for nighttime use.
At each entrance to a parking lot there shall be conspicuously posted
a statement of the hours of operation and a schedule of the rates charged.
Portable dry chemical fire extinguishers of 20 pounds' capacity
shall be provided in easily accessible places and maintained in good working
order. At least one such extinguisher shall be provided on each lot. On a
lot having a capacity in excess of 100 cars, one extinguisher shall be provided
for each 100 cars or major fraction thereof.

Any person, firm or corporation violating any provision of this Article
shall, upon conviction thereof, be punishable by a fine of not more than $250
or imprisonment for a term not exceeding 15 days, or both.
