The principal objectives of these rules and
regulations are:
A. To prevent the introduction of pollutants into the
public sewer and treatment works system which will interfere with
the operation of the system or contaminate the resulting sludge;
B. To prevent the introduction of pollutants into the
public sewer and treatment works system which will pass through the
system, inadequately treated, into receiving waters or the atmosphere
or otherwise be incompatible with the system;
C. To improve the opportunity to recycle and reclaim
wastewaters and sludges from the system.
These rules and regulations shall apply to the
Town of Barre and to persons outside the town who are, by contract
or agreement with the town, users of the town's public sewer and treatment
works system. Except as otherwise provided herein, the Board of Sewer
Commissioners of the Town of Barre shall administer, implement, and
enforce the provisions of these rules and regulations.
The revenues collected, as a result of the user
charges levied, shall be deposited in a separate nonlapsing fund known
as the "Operation, Maintenance and Replacement Fund." Fiscal year-end
balances in the Operation, Maintenance and Replacement Fund shall
be used for no other purposes than those designated.
