The owner or occupant of a house or any other building or vacant lot in the Village shall keep the sidewalk in front thereof free from the obstruction of snow and ice and free from dirt, filth and weeds or other obstructions and shall keep and maintain such sidewalk in safe and proper condition. No owner or occupant of a house or building adjacent to a street of the Village shall allow snow, ice or water to accumulate on such house or building, nor shall the owner or occupant of a house or building allow snow, ice or water to fall from such building upon a street or sidewalk of the Village. Leaders or drains erected to the side of a house or building shall be so placed that a flow of water therefrom shall not run over a sidewalk of the Village. A watertight drain may be erected for the passage of water to the street gutter.
A. 
It shall be the duty of the owner or occupant of a house or building to clear the sidewalk in front thereof of snow within 24 hours after snow shall cease falling.
B. 
In case any sidewalk shall have ice thereon and the severity of weather shall be such that the same cannot be removed, it shall be the duty of such owner or occupant of a house or building adjacent to said sidewalk to deposit sufficient quantities of salt, sand, ash or some equally good substance as will render the passage of pedestrians thereon free from danger of slipping and falling.
C. 
No person shall throw or deposit upon any highway any glass bottle, glass, nails, tacks, wire, cans, snow or any other substance likely to injure any person, animal or vehicle upon such highway.

A. 
Every violation of any provision of this article or any condition of this article shall be a separate and distinct offense, and in the case of a continuing violation, every day's continuance thereof shall be deemed a separate and distinct offense. A conviction of any such violation shall be punishable by a fine not to exceed $250 for each violation or imprisonment for a term not to exceed 15 days, or both.
B. 
In addition, if snow and ice is not cleared from a sidewalk within 24 hours, the Village of Florida Department of Public Work will remove it, and the owner of a house or any other building or vacant lot adjacent to said sidewalk shall be billed for each event according to the following schedule:
(1) 
Not exceeding six inches in height:
(a) 
Commercial, business or mixed-use establishments/zones:

For the first 30 feet of sidewalk: $2 per foot;
[2] 
For the next 70 feet of sidewalk: $1 per foot; and
[3] 
For the remainder of such sidewalk: $0.50 per foot.
(b) 
Residential establishments/zones:
[1] 
For the first 50 feet of sidewalk: $1 per foot;
[2] 
For the remainder of said sidewalk: $0.50 per foot.
(2) 
Exceeding six inches in height:
(a) 
Commercial, business or mixed-use establishments/zones:
[1] 
For the first 30 feet of sidewalk: $4 per foot;
[2] 
For the next 70 feet of sidewalk: $2 per foot;
[3] 
For the remainder of such sidewalk: $1 per foot.
(b) 
Residential establishments/zones:
[1] 
For the first 50 feet of sidewalk: $2 per foot;
[2] 
For the remainder of said sidewalk: $1 per foot.
