Trucks in excess of the weights indicated are hereby excluded from the streets or parts of streets described in Schedule XVII (§ 109-45). The regulations established by this section shall not be construed to prevent the delivery or pickup of merchandise or other property along the streets from which such vehicles are otherwise excluded.
