Water rents as set forth in this chapter shall be based on consumption as determined by a water meter. In the event there is no meter, the Village may charge a nonmetered rate as established by the Village Board of Trustees by resolution pursuant to Chapter 8, Fees. Meter readings will be conducted and water bills will be issued on a quarterly basis. The Village Board of Trustees reserves the right to establish an alternate billing cycle at the time of adoption of the annual budget in the interest of economy and efficiency.
Bills shall become due and payable within the month indicated on the bill without penalty, and such payment shall be made to the Village Clerk.
There shall be charged a penalty on past due water rents at the rate of 5% thereof for the first month after the same shall become due, and an additional charge will accrue at the rate established by law for each month and fraction thereof thereafter until paid or included in the annual Village tax levy.
If such bill remains unpaid for a period of 60 days from the invoice date, water service shall be discontinued until such bill, together with penalties hereinbefore provided, and together with the charge set forth in § 116-41 to cover the expense of discontinuance and restoration of service, is paid.
Water rents, charges and penalties thereon shall be a lien upon the real property upon which the water is used and may be collected in accordance with the law.
