The Supervisor is hereby delegated the power to authorize the attendance of any officer and employee of the Town of North Hempstead at any schools, conventions, conferences and meetings conducted for the betterment of municipal government and believed to be of benefit to the municipality.

All actual and necessary registration fees, to be approved by the Commissioner of the department in which the employee serves, and all actual and necessary expenses of travel, meals and lodging, and all necessary tuition fees incurred in connection with the attendance at such schools, conventions, conferences and meetings shall be a charge against the Town of North Hempstead and be paid by the Comptroller upon the receipt of a certified claim therefor.
