The owner, agent, lessee or other person in charge of any building
in the Town of North Hempstead, upon a street to which street numbers
of buildings have been assigned by the Town Board, shall cause the
proper street number or numbers of such building to be displayed at
the entrance or at the nearest practical point of the entrance of
such building, in such place that the street number or numbers may
at all times be plainly legible from the sidewalk or street in front
of such building; provided, however, that so far as the purpose or
intent of this section is concerned, the front shall be construed
as that side of the building which faces the street on which the number
or numbers of such building or premises, on which such building is
situated, have been allotted, and that the number or numbers shall
be displayed on such side of such building or premises.
If the owner, lessee, agent or other person in charge of any
building in the Town of North Hempstead, upon a street to which street
numbers of buildings have been assigned by the Town Board, shall fail
to display the proper street number or numbers of such building, as
provided in the foregoing section, within 30 days after this chapter
shall take effect, the Town Clerk shall forthwith serve or cause to
be served upon such person or persons a copy of this chapter, and
if after 10 days' notice, the owner, lessee, agent or other person
in charge of such building shall fail or neglect to comply with the
provisions hereof, the owner, lessee, agent or other person in charge
of such building shall, for each and every violation for each and
every day, be subject to a fine of not more than $10.
In all cases where a street shall have been numbered or renumbered,
the Town Board, having jurisdiction, shall thereafter adjust and renumber
such street as the same may be required from time to time.
The Town Board may consider a petition to designate a secondary
honorary name for an existing street or portion of existing street
in the Town upon a petition, in a form approved by the Town Attorney,
meeting the following basic criteria:
A. At least 70% of the number of owners or residents of real property
(as shown in the Town's records) adjoining the street or portion
of street proposed for such honorary naming shall have signed such
petition; and
B. The person whose name is proposed for such honorary naming shall
have resided in the Town of North Hempstead at least five years during
his/her lifetime, during which time such person shall have preferably
resided on the street in question, or have had a unique connection
to the history or civic life of the community at large; or
C. The not-for-profit corporation whose name is proposed for such honorary
naming shall have had its main office in the Town of North Hempstead
for least 25 continuous years, or have a unique connection to the
history or civic life of the community at large.
Any person or not-for-profit corporation desiring to designate a secondary honorary name for an existing street or portion of existing street in the Town must file an application and petition with the Highway Department. Upon receipt of a petition meeting the basic criteria set forth in §
10-4, the Highway Department shall submit such petition to the Town Supervisor and the councilperson for the area where the street is located. Following review by the Town Supervisor and councilperson for the area, the councilperson will recommend the Town Board schedule a public hearing to consider the petition. Upon scheduling the public hearing, the Town Clerk shall forward a copy of the petition to the local fire department, police department, and post office.
