The Director of the Department of Inspections,
Licenses and Permits shall prescribe rules and regulations to provide
safe, convenient, all-weather access to garages, carports, parking
spaces, public sidewalks or streets by way of substantial and adequate
walkways or driveways extending to the public access, which shall
be known as the "Harford County Standard for Walkways and Driveways
Off Public Rights-of-Way" and which shall be available to the public
at the Department of Inspections, Licenses and Permits.
Any person who shall violate a provision of
this Article or fail to comply with any of the requirements thereof
shall be guilty of a misdemeanor, punishable by a fine of not more
than one thousand dollars ($1,000.) or by imprisonment not exceeding
six (6) months, or both such fine and imprisonment. Each day that
a violation continues shall be deemed a separate offense.
