As used in this Article, the following terms shall have the meanings indicated:
DEPARTMENT
The Department of Public Works, or any other county agency designated by the Director of Administration.
PERMIT
A residential parking permit issued under this Article.
PROHIBITED AREA
That part of a county street where parking is prohibited during specific hours due to the street's proximity to a school.
A. 
The Department shall issue residential parking permits to residents who live along county streets which have prohibited areas. Each permit shall indicate the name of the street on which the permit holder resides.
B. 
Upon application to the Department, a resident may obtain:
(1) 
A permit for each vehicle registered with the Maryland Motor Vehicle Administration at the resident's address by:
(a) 
Presenting a valid Maryland driver's license showing the resident's current address; and
(b) 
Presenting a valid Maryland vehicle registration certificate showing the resident's current address.
(2) 
Not more than two (2) visitor parking permits by presenting a valid Maryland driver's license showing the resident's current address.
(3) 
Not more than fifteen (15) one-day permits for any one (1) day, valid only for the date shown on the permits, by presenting a valid Maryland driver's license showing the resident's current address.
A permit remains valid as long as the vehicle for which it is issued is validly registered with the Maryland Motor Vehicle Administration:
A. 
In the name of the resident who obtains the permit; and
B. 
At the same address for which the permit is obtained.
A permit shall be displayed in the lower left side of the rear window or the lower left side of the front window of the vehicle in a manner that does not obstruct the driver's view but allows law enforcement authorities clear visual identification of the permit.
A. 
The operator of a vehicle with a permit may park the vehicle at any time in a prohibited area on the county street designated on the permit.
B. 
The operator of a vehicle with a permit is not excused from obeying any other laws, signs or regulations governing traffic or parking.
