The administrative branch of the Township government shall be comprised of the following four departments:
A. 
Department of Administration, Finance and Public Works.
B. 
Department of Public Safety.
C. 
Department of Community Services.
D. 
Department of Economic Development.
A. 
Each department shall be headed by a director, who may also be known as a department head. Pursuant to N.J.S.A. 40:69A-44(e), the Business Administrator, subject to the direction of the Mayor, shall supervise the administration of each of the departments.
B. 
Each department may be divided into divisions, bureaus, boards or offices pursuant to this chapter.
C. 
Each director shall be appointed by the Mayor with the advice and consent of the Council. Each director shall serve during the term of the Mayor appointing the director and until the appointment and qualification of a successor. The Mayor shall, with the advice and consent of the Council, appoint the Township Assessor and all other Township officers not assigned within Township departments, subject to the terms of any general law providing for these offices, unless a different appointment procedure is clearly required by the Charter, by general law or by this Code.
D. 
With the approval of the Mayor, through the Business Administrator, directors shall hire subordinate officers and employees within their departments and may, with approval of the Mayor, through the Business Administrator, remove such officers and employees, subject to the provisions of Title 11A of the New Jersey Statutes and general law. The director of each department shall, subject to the supervision of the Business Administrator and any applicable Code and ordinance provisions:
(1) 
Devote such time as may be required for the purposes and efficient discharge of the duties of the department.
(2) 
Have, exercise and discharge the functions, powers and duties of the department.
(3) 
Prescribe the internal organization of the department and the duties of the subordinates and assistants, subject to approval of the Business Administrator.
(4) 
Administer the work of the department with respect to the functions established by this Code.
(5) 
Appoint subordinate officers and employees to be employed within the department, in accordance with Title 11A of the New Jersey Statutes, and delegate such powers as may be deemed necessary for the efficient administration of the department to be exercised by subordinate officers and employees.
(6) 
Report at least annually to the Mayor and Council, in such form as may be approved by the Business Administrator, on the work of the department during the preceding year.
(7) 
Certify the correctness and propriety of all payrolls and vouchers or provide the certification for them.
(8) 
Prepare departmental budgets and maintain proper accounts.
(9) 
Perform such other duties and responsibilities as directed by the Business Administrator.
E. 
Vacancies in office of director of department. Whenever a vacancy exists for any reason in the office of a director of any Township department, the Mayor may assume such office as acting director or may appoint another officer or employee of the Township as acting director, who shall perform all the duties and functions of such department director until the office shall be filled permanently. Any such appointment of an acting director shall terminate not later than 90 days after the date of the appointment unless the Council shall, by resolution, authorize one or more extensions. Council approval shall not be needed for the initial temporary ninety-day appointment.
