The creation of the Human Relations Commission
of Ewing Township is to promote understanding and respect among all
citizens of the Township by creating an environment in which they
can live, work, play and learn while fostering a climate that promotes
recognition and interaction among all peoples and cultures in the
community. This Commission will review and investigate methods to
maintain and preserve principles of individualism to the end that
each citizen will be given the opportunity to enjoy the highest quality
of living in a unified community. Further, in fulfilling its mission,
the Commission's undergirding principles are that it promote goodwill,
cooperation, tolerance, conciliation and understanding among all citizens
regardless of race, color, creed or cultural background; raise the
sensitivity level of all citizens with respect to differences among
peoples; be proactive in resolving potential conflicts before they
evolve into major incidents; create a genuine concern for others,
their welfare and their future; and involve educational, religious,
civic and other community agencies and organizations and individuals
who desire to participate in the work of the Council in promoting
and enhancing the quality of life in Ewing Township.
There is hereby created the Human Relations
Commission of the Township of Ewing, consisting of 15 members, residents
of the Township, appointed by the Township Council. A member of the
Township Council appointed annually by the Township Council shall
be an ex officio member of the Council, with no vote therein.
The Commission shall act in an advisory capacity
to the Township Council. It is not intended to and may in no way act
or function as a review board of police or other Township departmental
activity. It shall:
A. Study and investigate the status of human resources
and foster participation, cooperation and conciliation among all,
as well as develop guidelines which will prevent any future concerns
of bias, intolerance, indifference and discrimination.
B. Advise as to ways and means to promote and encourage
understanding, goodwill, cooperation, equal opportunity, conciliation,
volunteerism, best use of human resources in the community at-large
and ways and means to end bias, intolerance, indifference, discrimination
and waste of human talents in the community at-large.
C. Report quarterly to the Township Council or more often
if desired. Minutes of all meetings shall be prepared and filed with
the Municipal Clerk, with a copy to the Administrator and Mayor.
Members shall be appointed to a term of three
years.
The Council shall designate one of its members
to serve as its Chairperson and presiding officer and may designate
such other officers as it may deem necessary.
Members shall serve without compensation.
Any member may be removed for cause by the Township
Council upon written reasons served upon the member and after a hearing
thereon.
A majority of the whole number of regular members
shall constitute a quorum.
There shall be appropriated in each annual budget
of the Township such sum as may be determined by the Township Council
to be necessary for the purpose of the Council, including funds for
secretarial staff.
