Upon receipt of notice from the Ewing-Lawrence Sewerage Authority that the sewer in any street in Ewing Township is ready to receive sewage or industrial waste, the Board of Health of Ewing Township shall order every property owner along the line of said sewer to connect his house or other building to such sewer. A fee for service connections may be charged as established by said Authority.
The Board of Health shall designate one of its officers to give notice of its order requiring connection to the Ewing-Lawrence Sewerage Authority. The notice shall be addressed to the owner of said property as the name of said owner appears in the last tax duplicate of Ewing Township and shall describe the property by lot and block designation as the same appears on the Tax Map of Ewing Township and by the street address thereof, if a street address exists, and shall state that by order of the Board of Health of the Township of Ewing, the owner is required to connect the house or other building or buildings on said property with the sewer. The notice shall inform the owner of the penalty to be imposed for failure to comply with the order, in accordance with terms of this article.
Notice may be served on the owner personally or by leaving it at his usual place of abode with a member of his family above the age of 18 years, if the owner has a place of abode within the Township of Ewing. Notice may also be served within or without the limits of the Township of Ewing by registered mail to the last known post office address of said owner as the same appears on the last tax duplicate of the Township of Ewing.
Charges for sewage disposal service shall be charged as of 60 days after service of the above notice. This is not intended to abrogate or amend § 300-4.
All sewer connections involving the construction or reconstruction of said improvements within the Township shall conform to the Ewing-Lawrence Sewerage Authority construction rules and regulations dated September 1994, and as amended by said Authority from time to time, as well as the Wastewater Treatment Program rules and regulations dated April 1992, again as amended by the Authority from time to time. Any improvements requiring the issuance of a certificate of occupancy by the Township Construction Official shall not release said certificate until said Construction Official verifies that the aforementioned sewer connection has been made in accordance with the Authority's rules and regulations.
Any person or corporation who shall not comply with any order issued in accordance with the provisions of this article within 30 days after notice of such order shall, upon conviction thereof, pay a fine of $25 and shall pay an additional fine of $10 for each day of delay after the expiration of the 30 days, until the provisions of the order are complied with.
