As used in this article, the following terms
shall have the meanings indicated:
GARBAGE
All putrescible (or decayable) wastes, except sewage and
body waste, including animal and vegetable offal and carcasses of
dead animals, and shall include all substances accumulated and/or
removed from all public and private establishments and properties,
including residences, but excluding recognizable industrial by-products,
discarded wood or lumber, grass clippings, weeds, leaves or stones.
PERSON
Any individual, firm, partnership, company, corporation,
association, society or group.
REFUSE
Rubbish, garbage and trash.
RUBBISH
General dry material produced routinely by household, commercial
or industrial establishments, such as paper, cans, bottles and other
containers and ashes.
TRASH
Bushes, branches, Christmas trees, lawn rakings and similar
waste materials; bulky objects such as household appliances, equipment
or furniture; and building demolition or construction waste.
No person shall deposit for collection within
the Village of Alexandria Bay any garbage, refuse, rubbish or trash
which was generated outside of the Village of Alexandria Bay. Further,
no such garbage, refuse, rubbish or trash shall be picked up or disposed
of by the Village of Alexandria Bay on behalf of any person residing
or conducting a business within the Village of Alexandria Bay if such
materials were generated outside of the Village of Alexandria Bay.
Any garbage, refuse, rubbish or trash which
is brought into the Village of Alexandria Bay in violation of this
article and which is required to be removed by the Village of Alexandria
Bay shall be the responsibility of the property owner from whose property
the items are removed. All costs and expenses incurred by the Village
in so removing shall be considered a special assessment against the
property and added onto the next Village tax roll for the property.
Any person who shall violate any of the terms
of this article shall, upon conviction, be guilty of a violation and
subject to a fine not to exceed $250 and/or imprisonment for a period
not to exceed 15 days.

As used in this article, the following terms

ASHES
Residue from fires used for cooking, heating and on-site
incineration.
DUMPSTER
A bulk storage container for garbage and other waste materials
that can be hauled directly to the point of disposal or emptied into
a larger, compactor-type truck for disposal.
GARBAGE
Waste from the preparation, cooking and serving of foods,
market waste and waste from handling, storage and sale of produce.
REFUSE
All categories of materials to be disposed of, excluding
garbage and rubbish. "Refuse" shall include old, inoperable, discarded
equipment and/or parts thereof and disassembled or broken furniture
or other household appliances or items or parts thereof. "Refuse"
shall also include any and all building materials scrapped during
the repair of structures.
RUBBISH
A.
Combustible: paper, cartons, boxes, barrels,
wood, excelsior, tree branches, yard trimmings, wood furniture and
bedding dunnage.
B.
Noncombustible: metals, tin cans, metal furniture,
dirt, glass, crockery and minerals.
Any person who shall violate any provision of
this article shall be guilty of a violation and shall be subject to
a fine not to exceed $250 and/or imprisonment for a period of time
not to exceed 15 days, and/or both such fine and imprisonment. The
continuation of an offense against the provisions of this article
shall constitute, for each day the offense continued, a separate and
distinct offense.
