The Borough Council of the Borough of Brooklawn
establishes the Camden County Board of Appeals to hear all appeals
from decisions of the enforcing agencies.

The fees for a construction permit shall be the sum of the subcode
fees listed below and shall be paid.
A. The building subcode fees shall be as follows:
(1) New construction:
(a)
Subcodes B, H, I-1, I-3, M, E, R-1, R-2, R-3, R-4, R-5, U, and
I-2 shall be $0.038 per cubic foot of building or structure volume;
minimum fee: $250.

Garden-type sheds:

Over 201 square feet; $250 minimum fee.
(b)
Subcodes A-1, A-2, A-3, A-4, F-1, F-2, S-1, and S-2 shall be
$0.021 per cubic foot of building or structure volume; minimum fee:

(2) Renovations, alterations, repairs, fences and minor work: $30 per

Handicapped fees. Pursuant to the authority under N.J.S.A. 52:27D-12e,
no construction permit fee shall be required for the construction,
reconstruction, alteration, improvement or repair of a structure and
related devices installed or erected for the sole purpose of promoting
accessibility by the handicapped, "handicapped" being defined under
N.J.S.A. 51-27d-126e, and conforming to the current N.J.A.C. 5:23.7
Barrier Free Code, and any subsequent amendments or additions thereto.
Waiving of the fees in no way waives the right of the enforcing agency
to request plans for the purpose of reviewing plans for code compliance.
(3) Additions: $0.038 per cubic foot of building or structure volume
for the added portion; minimum fee: $250.
(4) Auxiliary-use buildings and carports: $80.
(5) Fees for combinations of renovations and additions shall be computed separately in accordance with Subsection
A(1)(c).
(6) Surcharge fee for new construction: $0.00334 per cubic foot of volume
of the new construction, to be remitted to the Bureau of Housing Inspections,
Department of Community Affairs, on a quarterly basis in accordance
with N.J.A.C. 5:23-2.28.
B. The general fees under the construction code shall be as follows:
(1) The fee for demolition or removal permit shall be $92 for Use Groups
R-3 and R-5; the fee for all other use groups shall be $150.
(2) Removal of a building or structure from one lot to another or to
a new location on the same lot: for the new foundations and for the
placement in a completed condition in the new location: $100.
(3) For elevators, escalators and moving walks requiring reinspection
every six months, the fee shall be $75, except for each five-year
inspection and witnessing of tests on elevators, for which the fee
shall be $250. For dumbwaiters requiring reinspection every 12 months,
the fee shall be $26.
(4) Installation of elevators, dumbwaiters and moving walks: $200.
(5) Sign fees: $2.50 per square foot of surface area. Compute only one
side for double-faced signs; minimum fee: $80.
(6) Temporary structures and all structures for which volume cannot be
computed, such as swimming pools and open structural towers:
(7) The fee for tents, in excess of 900 square feet or 30 feet in any
dimension, shall be $129.
(8) Certificates of occupancy:
(a)
Computation: 10% of the new construction permit fee. Exception:
one- and two-family residences less than 5,000 square feet in area
and less than 30 feet in height.
(b)
Minimum fee: $100; reinspection fee: $50.
(c)
Fee for certificate of continued occupancy: $120.
(d)
Fee for a certificate of occupancy granted pursuant to a change
of use group: $174.
(9) Prepour inspection for all new concrete flat work and for replacement
of all existing sidewalks: preinspection is required prior to pouring
the new concrete. The fee for such inspection is $65.
(10) The fee for an application for a variance in accordance with N.J.A.C.
5:23-10 shall be $594 for Class I structures and $120 for Class II
and Class III structures. The fee for resubmission of an application
for a variance shall be $229 for Class I structures and $80 for Class
II and Class III structures.
(11) The fee for lead hazard abatement work shall be $150. The fee for
a lead abatement clearance certificate shall be $30.
C. The plumbing subcode fees shall be as follows:
(1) Fixtures and stacks, including, but not limited to, all sinks, urinals,
water closets, bathtubs, shower stalls, laundry tubs, floor drains,
drinking fountains, dishwashers, garbage disposals, clothes washers,
hot-water heaters or similar devices, each fixture: $20.
(2) Special devices: grease traps, oil separators, cross-connections,
backflow preventers, water-cooled air-conditioning units, pumps, utility
service connections, each device: $95.
(3) For cross-connections and backflow preventers that are subject to
testing requiring reinspection every three months: $35 for each device
when it is tested (thrice annually) and $100 for each device when
it is broken down and tested (once annually).
(4) In any case, minimum fee for any plumbing subcode permit, in part
or total: $80.
(5) Plan review fee. 25% of the amount to be charged for a new construction
plumbing permit as set forth above.
D. The electrical subcode fees shall be as follows:

For the purpose of computing these fees, all motors, except
those in plug-in appliances, shall be counted, including control equipment,
generators, transformers and all heating, cooking or other devices
consuming electrical current.
(13) Feeders: relocated, replacement, added to or original equipment:

(14) Service and meter equipment and feeders (relocated, replacement,
added to or original equipment installation):

Violations of the National Electric Code and/or Uniform Construction
Code rules and regulations: not more than 50% of the original fee
for reinspection.
(b)
Inspections of institutions for annual state certification:
an amount equal to the time spent by the inspector times the normal
hourly rate, with a minimum of $80 per institution.
(21) Plan review: 25% of the original fee.
(22) Installation and fees for any items not listed, minimum fee: $80.
E. The fire subcode fees shall be as follows:
(1) Fuel storage tanks and equipment (removal or installation):
(a)
One to 1,000 gallons: $80.
(b)
Each additional 500 gallons or fraction thereof: $10.
(2) For each drying room, dry kiln, refuse chute, refuse vault, dust
conveyor, stock conveyor or refuse conveyor system: $40.
(3) For heating or ventilating equipment in occupancies: $80.
(4) For fire inspection during construction, including welding safety
precautions (as established at original permit application), per inspection:
$80.
(5) Heat-producing devices, heaters, fireplaces, wood stoves, etc.: $65.
(6) Fire system standpipes, per riser: $325.

The Construction Official shall, with the advice
of the subcode officials, prepare and submit to the Borough Council
of the Borough of Brooklawn biannually a report recommending a fee
schedule based on the operating expenses of the agency and any other
expenses of the municipality fairly attributable to the enforcement
of the State Uniform Construction Code Act.

Any person who violates any provision of this chapter shall, upon conviction in the Municipal Court of the Borough of Brooklawn or such other court having jurisdiction, be liable for fines and penalties as set forth in §
1-15 of the Code of the Borough of Brooklawn. Each day that a violation occurs shall be deemed a separate and distinct violation, subject to the penalty provisions of this chapter.
