The Board of Adjustment may, after public notice

limitation or for a stated term of years.
The Board of Adjustment, in passing upon the
application, shall consider all factors having a bearing upon the
health, safety and general welfare of the community and shall determine
whether the granting of the special use in the particular case would
result in substantial public service and convenience to the public
from the use and would not be of substantial detriment to the public
good.
