The annual fee for a dog license of a spayed or neutered dog shall be the sum of $5; the annual fee for a dog license of a nonneutered dog shall be the sum of eight dollars. These sums shall include $1.20 for the state registration fee and pilot clinic fund; in the case of the nonneutered fee, three dollars shall be for the State Animal Population Fund.

The sum of $5 will be added to all dog licenses which shall be purchased after March 31 of each year. Such sum is to be deposited to the dog account to offset the expense of the Dog Licenser and Canvasser.

The Township Council shall appoint one person for the Township as Dog Licenser and/or Canvasser pursuant to N.J.S.A. 4:19-15.2a and 4:19-15.15, whose duties, as enumerated in the statutes, shall include the collecting of the dog license fees, the issuance of the dog license and registration tags, the canvassing of the Township at least once a year and the full submission of all reports as required by the aforementioned statutes, as follows: N.J.S.A. 4:19-15.2a and 4:19-15.15. Said Dog Licenser and Canvasser shall be entitled to $2.50 from each dog license fee collected for his services and shall make a full reporting of all moneys collected from said dog licensing to the Township Clerk at least once a month. The appointment shall be for one year. However, the above appointed person shall not have any authority or duties concerning the impounding or taking of dogs into custody or any other duties of a like nature, which duties are in the exclusive province of the Animal Control Officer pursuant to §§ 79-4 and 79-10 of this article.
The said appointed Dog Licenser and Canvasser shall not issue or grant any such license and official metal registration tag for any dog unless the owner thereof provides evidence that the dog to be licensed and registered has been inoculated with a rabies vaccine of a type approved by and administered in accordance with the recommendations of the United States Department of Agriculture and the United States Department of Health, Education and Welfare or has been certified exempt as provided by regulations of the State Department of Health, and that the owner has complied with all the requirements of N.J.S.A. 4:19-15.2a concerning said dog to be licensed and complied with each and every regulation of the State Department of Health or any other state agency required, before the issuance of said license, and with each and every other state or federal statute applicable to the licensing and registration of dogs.
The Animal Control Officer of the Township of Mullica shall be responsible for the impounding or taking of dogs into custody pursuant to N.J.S.A. 4:19-15.16 and § 79-4 of this article. The Township Council shall each year appoint an Animal Control Officer responsible for the enforcement of the aforementioned statute and ordinance.
The fee for picking up and disposing of a dog pursuant to N.J.S.A. 4:19-15.16 and the applicable sections of this article, or of any other animal at the owners' request, shall be an amount as is enumerated in the contract entered into between the Animal Control Officer and the Township pursuant to all the requirements of N.J.S.A. 40A:11-1 et seq.
The Township of Mullica shall pay the Animal Control Officer an amount as is enumerated in the contract entered into between the Animal Control Officer and the Township pursuant to all the requirements of N.J.S.A. 40A:11-1 et seq.
Nothing in this article shall be construed as abridging or modifying any provisions of N.J.S.A. 4:19-1 and 4:19-15.1 et seq., and said statutes shall be enforced within the Township of Mullica by and through the enforcement of the provisions of this article.
