This Part 1 shall be known and may be cited as the "Streets and Sidewalks Law of the Village of Bronxville, New York".
As used in this Part 1, unless the context or subject matter otherwise requires:
That portion of any street within the Village between the
curb line, or the lateral lines of a roadway, and the adjacent property
lines, intended for the use of pedestrians.
The entire width between the boundary lines of every way
in the Village publicly maintained when any part thereof is open to
the use of the public for purposes of vehicular traffic.

No person shall place, or cause to be placed, on any public
street, sidewalk or other public place any obstruction or encumbrance
of any kind, or cause anything to encroach upon or project into, or
over, any public street, sidewalk or other public place, or make or
cause to be made any excavation adjacent to any public street, sidewalk
or other public place, if such obstruction, encumbrance, encroachment,
projection or excavation endangers public safety or occasions public
inconvenience. Building materials or equipment shall be permitted
to occupy a part of a public street or sidewalk for such period, not
exceeding two hours, as may be requisite for the transfer thereof
between a vehicle and a plot abutting on the street, but only if continuously
attended by a responsible person and properly guarded against the
collision of vehicles or persons therewith. Such material or equipment
shall in all cases be placed close to the curbline and directly in
front of the plot from or to which the same is being transferred and
so as to leave a clear passageway on the sidewalk as well as on the
roadway of the street and shall in no event extend more than 10 feet
from the curbline. Facilities for outdoor eating areas, which have
a validly issued permit, may be placed on a public sidewalk in accordance
with the terms of the permit.
On application, the Superintendent of Public
Works may grant permission to use for a limited period of time a portion
of a public street, sidewalk or other public place for the storage
of building materials or other articles or for other purposes, but
only under appropriate restrictions and guarantees having regard to
the convenience and safety of the public and the liability of the
Village in the event of an accident occurring from such use.
Every encumbrance on a public street or sidewalk,
which is permitted under this article and which may obstruct traffic
or cause injury, shall be continuously marked by an appropriate signal
or signals, which shall be conspicuously visible day and night from
a distance of 200 feet in every direction of traffic.

A.
Generally. No garbage, trash, rubbish, waste or other
substance or material shall be thrown, dropped or placed in or upon
any street, sidewalk, gutter, catch basin or other public place, or
swept into such place.
B.
Merchant's duty to keep sidewalks free of litter.
Every person owning or occupying a place of business within the Village
shall keep the sidewalk in front of his or her business premises free
of litter. Without limitation on the foregoing, every such person
shall sweep or cause to be swept any litter on the sidewalk in front
of his or her premises at the close of business on each day his or
her premises are open for business.
No poles for electric or other wires shall be
erected on any public street, sidewalk or other public place, and
no wires or other lines shall be strung over, under or upon any public
street, sidewalk or other public place except by permission granted
by the Superintendent of Public Works.
