There are usually four types of deductions from one's paycheck, all
of which are indicated on the statement attached to each check:
A. Withholding taxes. The Town is required to withhold by
law from one's check a proportionate amount which, at the end of the year,
will closely approximate one's federal income tax and state income tax, based
on earnings received from the Town of Wilson. The amounts withheld are determined
by tables prepared by the Bureau of Internal Revenue, State Tax Commission
and the exemption certificate or list of dependents which one has on file
with the Town Clerk. For this reason, any change in the number of dependents
or other factors affecting the amounts of federal or state income taxes which
one should pay should be promptly reported.
B. Retirement.
(1) Membership in the New York State Retirement System is
mandatory for all full-time employees, and membership is permissive to all
others who are employed.
(2) The Town will pay full retirement for employees except
employees who have joined the system after July 30, 1976. Employees joining
the system after July 30, 1976, must contribute 3% of all wages as required
by the New York State Retirement System.
C. Social security tax. Deductions are made, each payroll
period, at the rate required by law.
D. Hospitalization and dental coverage. The following policy
is approved for hospital, medical and dental coverage for Town employees and
officials.
(1) The following hospital, medical, and dental coverage
shall apply to Town employees and officials elected, employed or appointed
prior to January 1, 2001:
(a) The Town will provide 100% family or single coverage,
as shall be applicable, for all full-time employees and the full-time elected
or appointed Town Clerk and Superintendent of Highways.
(b) In the event that any full-time employees or full-time
elected or appointed Town Clerk and Superintendent of Highways have other
coverage available, said full-time employees or full-time elected or appointed
Town Clerk and Superintendent of Highways may elect to opt out of such coverage
by the Town, annually on the anniversary date of the Town's policy, and
the Town shall pay said full-time employees or full-time elected or appointed
Town Clerk and Superintendent of Highways the sum of $1,500 or an amount that
may be set by the Town Board from time to time.
(c) Except as set forth in Subsection
D(1)(a) above, the Town shall offer coverage to all other employees and officials at a contributory rate of 100%. Said employees and officials who leave Town service at the age of 62 or over shall be eligible to continue their coverage under the Town's group plan at a contributory rate of 100%.
(d) Coverage upon retirement.
[1] Upon retirement with the New York State Retirement System,
full-time employees and full-time elected or appointed Town Clerk and Superintendent
of Highways, or a combination of said service, shall be entitled to family
or single coverage, as shall be applicable, by the Town, with the Town's
contribution as follows:
[a] With 20 years or more service: 100%.
[b] With 15 to 19 years of service: 75%.
[c] With 10 to 14 years of service: 50%.
[2] This section shall apply to the surviving spouse of said
full-time employees or full-time elected or appointed Town Clerk and Superintendent
of Highways.
(e) Medicare.
[1] Upon any full-time employee or full-time elected or appointed
Town Clerk and Superintendent of Highways obtaining coverage under Medicare
as his or her primary care provider, the Town shall pay the cost of said Medicare
premium annually in December as follows:
[a] Pay the cost of a full-coverage health insurance plan,
as outlined in § 25-6D(1)(d)[1] of the Town Code, with no reimbursement
of Medicare premiums; or
[b] The cost of Medicare premiums annually, when done in
conjunction with a Medigap policy, provided that the combined cost of the
Medicare premiums and an approved Medigap policy offered by the Town is not
greater than the cost of a traditional full-coverage health insurance plan
currently offered by the Town. If said employee qualifies, the Town shall
pay the Medicare premium as follows:
[i] With 20 years or more of service: 100%.
[ii] With 15 to 19 years of service: 75%.
[iii] With 10 to 14 years of service: 50%.
[2] The coverage herein shall continue during the subsequent
term of office, appointment, or a combination of both, of any full-time elected
or appointed Town Clerk and Superintendent of Highways in office as of the
effective date of this section.
[3] This section shall apply to the surviving spouse of said
employee or full-time elected or appointed Town Clerk and Superintendent of
Highways.
(2) The following hospital, medical and dental policy shall
apply to full-time employees and full-time officials, elected or appointed
on or after January 1, 2001.
(a) The Town will provide family or single coverage, as shall
be applicable, for all full-time employees and full-time elected or appointed
Town Clerk and Superintendent of Highways, so long as said employee or official
contributes a sum equal to 25% of the Town's cost of said coverage, which
sum shall be paid by the employee or official on a pro rata basis through
payroll deduction.
(b) In the event that any full-time employees or full-time
elected or appointed Town Clerk and Superintendent of Highways have other
coverage available, said full-time employees or full-time elected or appointed
Town Clerk or Superintendent of Highways may elect to opt out of such coverage
by the Town, annually on the anniversary date of the Town's policy, and
the Town shall pay said full-time employees or full-time officials the sum
of $1,500 or an amount that may be set by the Town Board from time to time.
(c) Coverage upon retirement.
[1] Upon retirement with the New York State Retirement System,
full-time employees and full-time elected or appointed Town Clerk and Superintendent
of Highways, or a combination of said service, employed, elected, or appointed
on or after January 1, 2001, shall be entitled to family or single coverage,
as shall be applicable, by the Town, with the Town's contribution as
follows:
[a] With 20 years or more of service: 75%.
[b] With 15 to 19 years of service: 50%.
[c] With 10 to 14 years of service: 25%.
[2] This section shall also apply to the surviving spouse
of said employees or full-time elected or appointed Town Clerk and Superintendent
of Highways.
(d) In the event that any full-time employees or full-time
elected or appointed Town Clerk and Superintendent of Highways have other
coverage available, said full-time employees or full-time elected or appointed
Town Clerk and Superintendent of Highways may elect to opt out of such coverage
by the Town, annually on the anniversary date of the Town's policy, and
the Town shall pay said full-time employees or full-time elected or appointed
Town Clerk and Superintendent of Highways the sum of $1,500 or an amount that
may be set by the Town Board from time to time.
(e) Medicare.
[1] Upon any full-time employee or full-time elected or appointed
Town Clerk and Superintendent of Highways obtaining coverage under Medicare
