Pursuant to § 62.23(7a), Wis. Stats., there is established a Joint Extraterritorial Zoning Commission for the City for the purpose of formulation of an extraterritorial zoning plan and regulations and assisting the Plan Commission with recommendations and reports on updating such planning regulations of this chapter.
A. 
The Joint Extraterritorial Zoning Commission shall consist of three citizen members of the Plan Commission, or three members of the Plan Commission designated by the Mayor if there are no citizen members of the Plan Commission, and three town members from each town affected by the proposed plan and regulations, or amendments thereto.
B. 
The three town members shall be appointed by the town board for three-year terms and shall be residents of the town and persons of recognized experience and qualifications. Town board members are eligible to serve.
C. 
Vacancies shall be filed for the unexpired term in the same manner as appointments for a full term.
A. 
The Joint Extraterritorial Zoning Commission shall organize and adopt rules of procedure for its own government in accordance with the provisions of this chapter.
B. 
Meetings shall be held at the call of the Chairman and shall be open to the public.
C. 
Minutes of the proceedings and a record of all actions shall be kept by the Commission, showing the vote of each member upon each question, the reasons for the Commission's determination, and its finding of facts. These records shall be immediately filed in the office of the City Clerk and shall be a public record.
D. 
The entire Plan Commission shall participate with the Joint Extraterritorial Zoning Commission in the preparation of the plan and regulations, or amendments thereto.
E. 
Only the members of the Joint Extraterritorial Zoning Commission shall vote on matters relating to the extraterritorial plan and regulations, or amendments thereto.
F. 
A separate vote shall be taken on the plan and regulations for each town, and the town members of the Joint Extraterritorial Zoning Commission shall vote only on matters affecting the particular town which they represent.
G. 
The governing body shall not adopt the proposed plan and regulations, or amendments thereto, unless the proposed plan and regulations, or amendments thereto, receive a favorable vote of a majority of the six members of the Joint Extraterritorial Zoning Commission. Such vote shall be deemed taken by the entire Plan Commission.
The Joint Extraterritorial Zoning Commission shall have the following powers:
A. 
To formulate an extraterritorial zoning plan and regulations and hold a public hearing thereon.
B. 
To amend the extraterritorial zoning plan as the need rises.
C. 
To review, hold a public hearing, and rule on the application of conditional uses in the extraterritorial jurisdiction with respect to the purpose and intent of this chapter.
