The provisions of this article imposing a time limit on parking
shall not relieve any person of the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other
New Jersey statute or as hereinafter provided.
No person shall park a vehicle at any time upon any of the streets
or parts thereof described in Schedule I attached to and made a part
of this chapter.

A. Parking, stopping or standing of motor vehicles on the easterly side
of South 23rd Street from 25 feet south of the Boulevard curbline,
then southerly to the end of the municipal property line adjacent
to the Municipal Building is reserved for exclusive use for police
vehicles.
B. Limited permissible use of this designated area shall also permit
the dropping off and/or picking up of handicapped or physically challenged
individuals arriving at or departing from the Municipal Building.
C. This designated area shall be delineated by painting the curb white
and the posting of a sign at each end of the designated area.

A. Parking, stopping or standing of motor vehicles on the easterly side
of Cross Street for the first 300 feet from the northern curbline
side of Washington Avenue is reserved for the exclusive use of emergency
personnel on duty for the Kenilworth Volunteer Fire and Rescue Squad.
B. The designated area shall be appropriately delineated and marked
by the painting of the curb and the posting of signs indicating the
vehicles not properly designated shall be subject to being ticketed
and towed with the violator subject to fines and community service.
The signs shall be conspicuous and placed no less than 25 feet from
each end point and additional signs as the Police Department's traffic
officer may reasonably be deemed required so as to provide adequate
notice to the public.
C. Vehicles permitted to be parked in the designated first responder
areas shall display in the rear window of the vehicle a current highly
reflective prismatic numeric label identifying the vehicle as belonging
to a volunteer.
D. Any person parking in a restricted parking space reserved for fire
and rescue volunteers without a special vehicle identification as
stated above or the no parking areas designated for unfettered access
for emergency vehicles shall be liable for a fine of up to $250 or
up to 90 days' community service on such terms and in such form as
the court shall deem appropriate, or any combination thereof.
No person shall park a vehicle between the hours specified in
Schedule II of any day (except Sundays and public holidays) upon any
of the streets or parts of streets described in said Schedule II attached
to and made a part of this chapter.
No person shall stop or stand a vehicle for the times specified
in Schedule III of any day (except Sundays and public holidays) upon
any of the streets or parts of streets described in said Schedule
III attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit
shown in Schedule IV at any time between the hours listed in said
Schedule IV of any day (except Sundays and public holidays) upon any
of the streets or parts of streets described in said Schedule IV attached
to and made a part of this chapter.

A. No person, or registered owner of any vehicle shall park or cause
to be parked and abandoned upon any street or parts thereof within
the Borough of Kenilworth for any period in excess of 48 consecutive
hours.
B. In such case and if presumed to be abandoned by the police, vehicles
so parked shall be deemed a nuisance, and any police officer may provide
for the removal of such vehicle at the owner's expense.
C. The owner thereof shall pay the reasonable costs of removal and storage
which may result from such removal before regaining possession of
the vehicle.
D. Violations and penalties: in accordance with §
190-26, Violations and penalties.
No person shall park any vehicle parallel to the edge of the
roadway or curb in the following designated places, and at such places
the street shall be marked for angle parking and all vehicles shall
be parked at a thirty-degree angle to the curb and within the lines
indicated by the marks or signs on the roadway, on streets or parts
of streets listed in Schedule V attached to and made a part of this
chapter.
No person shall park or operate a vehicle on public property
in violation of the regulations listed in Schedule VI attached to
and made part of this chapter.

A. The parking or storing of a commercial vehicle, including trucks
and commercially registered trailers, with an individual or combined
gross vehicle weight (GVW) in excess of 7,800 pounds on any street
or residential driveway or yard within the Borough is prohibited,
except that tow trucks, flat-bed trucks and dump trucks, regardless
of GVW, are prohibited at all times.
B. Nothing herein shall prohibit the parking of a commercial vehicle
for such reasonable time as may be required in the normal course of
pickup, delivery and emergency services.
C. The parking or storing of any vehicle or trailer containing or storing any hazardous, unhealthy or noxious cargo or substance, except as otherwise provided in Subsection
B, shall be prohibited.
D. Owners, lessees, tenants and other persons responsible for or knowingly
permitting a violation of this section shall be guilty of such violation,
as will the owner or user of any vehicle so stored or parked. Any
person convicted in the Municipal Court for violating this section
shall be subject to a fine of up to $500 for a first offense and up
to $1,000 for the second and each subsequent offense. Each twenty-four-hour
period shall constitute a separate and distinct day for the purposes
of this section. Each day this section is violated shall be deemed
to be a separate and distinct offense.
E. Enforcement. The Police Department shall have the authority to enforce
the provisions of this section.
