The Human Relations Commission shall be the
administrative agency of this chapter and shall promulgate rules of
practice to govern, expedite and effectuate the provisions of this
chapter and its own action thereunder, subject, however, to approval
by the governing body. A copy of such approved rules shall be filed
with the City Clerk.
