All expense attending the laying, maintenance, and repair of particular drains from the common sewers to any premises shall be paid by the owner. From the common sewer to the street line, the work attending such laying shall be done by the Town. The owner may have the remainder of the work done by the Town if he and the Town so desire.
A sum equal to the estimated cost of the materials and labor shall be deposited before the drain shall be laid. The account shall be adjusted and any balance paid before the drain shall be laid.
Whoever shall offend against or fail to comply with any of the provisions of this bylaw shall forfeit and pay a penalty of not more than $300 for each offense or be subject to noncriminal disposition of the offense pursuant to Chapter 1.
