It is in the best interests of all residents
of the Township that certain residential developments located within
sewer service areas be constructed with dry sanitary sewers for possible
future use where sanitary sewer service is not now available.
As used in this article, the following terms
shall have the meanings indicated:
DRY SANITARY SEWERS
Sanitary sewers which are not physically connected to convey
sanitary sewage to a publicly owned treatment works.
SANITARY SEWERS
All facilities as of any particular time situated in a sewered
area for the collection, pumping, treatment and disposing of sanitary
sewage and industrial wastes.
Sewer service areas are defined as those areas
depicted on Plate V-I entitled "Recommended Wastewater Management
Plan" contained in the Wastewater Management Plan for the Township
of Clinton, Hunterdon County, New Jersey, dated November 1988, revised
to February 1989, and as amended and as may be amended hereafter from
time to time.
As a further condition for permitting single-family
residential development within service areas to be served by on-site
septic systems, legally enforceable guarantees, satisfactory to the
Township as well as the Township Sewerage Authority, must be provided
prior to any construction, that the use of on-site septic systems
shall be discontinued when sanitary sewer service becomes available
to the development.
It shall be up to the discretion of the Clinton
Township Sewerage Authority as to what parts of the dry sanitary sewer
system must be constructed as a condition of permitting on-site septic
system within sewer service areas pursuant to this article.
