Notwithstanding the provisions of § 24 of the Town Law, the term of office of the Superintendent of Highways in the Town of Liberty elected at the election in November 1969, and of all superintendents of highways in the Town of Liberty elected thereafter, shall be four years.
This chapter shall be subject to a mandatory referendum and shall take effect, subject to compliance with the provisions of § 23, Subdivision 1, of the Municipal Home Rule Law, when filed in the office of the Secretary of State pursuant to § 27 of such law.[1]
