There is hereby established a Traffic Advisory Committee to serve without
compensation.

Members of this Committee shall be:
A. The Chief of Police or his delegate.
B. The Fire Chief or his delegate.
C. The Commissioner of Public Works and/or City Engineer
or their delegate.
D. The Superintendent of Schools or his delegate.
E. The Corporation Counsel or his delegate.
F. Superintendent of Highways, Parks and Sewers.

G. Chairman, Public Health and Safety Committee.

H. Four members appointed by the Mayor. These members are
to be residents of the City.

Terms of office of delegates from the City official departments shall
be for one year, subject to reappointment by the department head. Terms of
office of City-at-large members shall be for five years.

The Traffic Advisory Committee shall annually elect from its members
a Chairman and a Secretary. Regular meetings shall be held at least once a
month, and six members shall constitute a quorum.
It shall be the duty of the Traffic Advisory Committee, and to this
end it shall have the authority within funds at its disposal, to:
A. Coordinate traffic activities.
B. Carry on educational activities in traffic matters.
C. Supervise the preparation and publication of traffic
reports.
D. Receive complaints having to do with traffic and safety
matters.
E. Review or initiate proposals for the installation, changing
or removal of traffic control devices and establishment of traffic control
measures.
F. Recommend to the Common Council of this City and to the
Chief of Police and other City officials ways and means of improving traffic
and safety conditions and the administration and enforcement of traffic regulations.
G. The Traffic Advisory Committee shall have the authority to amend Chapter
183, Vehicles and Traffic, by a vote of a majority of said Committee.

The Traffic Advisory Committee will serve as an advisory and planning
committee in matters relating to traffic control and safety. All matters previously
handled by the Common Council Traffic Control and Safety Committee must be
first referred to the Traffic Advisory Committee for its report and recommendation.
No matter relating to traffic control and safety shall be acted upon by the
Common Council without first having been considered by the Traffic Advisory
Committee, unless emergency conditions should require immediate Council action,
at which time the Common Council may by a two-thirds vote agree to act without
reference to the Traffic Advisory Committee.

It is comprehended by this chapter that the Traffic Coordinator within
the Police Department will serve as technical advisor to the Traffic Advisory
Committee and that the Assistant City Engineer (Traffic) shall perform such
traffic engineering functions as may otherwise be directed, under the guidance
of such professional consultant as the Common Council shall provide.
