The fund now entered on the books of the City Treasurer of the City
of Lockport as the Washington Hunt Widows' and Orphans' Fund shall
hereafter be called the "Washington Hunt Fund for the Relief of Indigent Widows."
All dividends arising from the 100 shares of the capital stock of the Lockport
Hydraulic Company which were bequeathed to the City of Lockport by Washington
Hunt and accepted by the Common Council of said City, October 16, 1882, shall
be paid to the City Treasurer of said City and placed in said fund.
There shall be a standing committee consisting of the Mayor and two
Aldermen, to be known as the "Committee on Washington Hunt Fund." The Mayor
shall be Chairman of said Committee and shall appoint the other two members
annually at the same time and in the same manner as other standing committees
are appointed. The duty of said Committee shall be to direct the distribution
of the aforesaid fund among worthy indigent widows in the City of Lockport,
according to the clear intent of the twelfth legacy of the will of Washington
Hunt, deceased.
The Washington Hunt Fund shall be disbursed only upon duly authorized
orders upon the City Treasurer, signed by the Mayor and City Clerk. Such orders
shall be drawn only after the presentation to and audit and allowance by the
Common Council of bills for merchandise bought and used by recipients upon
the authority of the aforesaid Committee. No account for goods or merchandise
of any kind sold in accordance with the provisions of this chapter shall be
audited or allowed by the Common Council unless it is certified to by a majority
of said Committee.
The Mayor of the City of Lockport shall represent the City as a stockholder
at all the meetings of the stockholders of the Lockport Hydraulic Company
and have all the rights and powers conferred by the charter of said company
upon the City by virtue of its shares in the capital stock of said company.
