It is the policy of the Town of Mount Pleasant to ensure that race, color, religion, sex, age, national origin or physical handicap shall not be a factor in any of the town's employment policies affecting recruitment and placement, promotion or transfer, layoff, recall or termination. The Supervisor and Town Board of the Town of Mount Pleasant pledge themselves to a continuing program of affirmative action - equal opportunity for all otherwise qualified town employees and job applicants. The Supervisor and Town Board of the Town of Mount Pleasant further pledge that the town will adhere to federal and New York State laws and regulations regarding affirmative action - equal opportunity compliance.
The Supervisor and Town Board of the Town of Mount Pleasant shall initiate town policy to ensure that no contractor, subcontractor, organization or person acting on the town's behalf shall, by race, color, religion, sex, age, national origin or physical handicap, discriminate against any individual who is qualified and available to perform the work to which the employment relates.
A. 
Employee complaints. Any employee who feels that he or she is being discriminated against shall file a written complaint with the Town Board describing the alleged discriminatory incident. The Town Board shall investigate said complaint and, should the complaint prove valid, take appropriate action to rectify, said complaint.
B. 
Applicant complaints. Any qualified applicant for any civil service position within the Town of Mount Pleasant who feels that he or she is being discriminated against shall file a written complaint with the Town Board describing the alleged discriminatory incident. The Town Board shall investigate said complaint and, should the complaint prove valid, take appropriate action to rectify said complaint.
C. 
Nongovernmental employee complaints. Any employee or individual working for or applying for work to any contractor, subcontractor or organization doing business with the Town of Mount Pleasant who feels that he or she is being discriminated against may file a written complaint with the Town Board of the Town of Mount Pleasant describing the alleged discriminatory incident. The Town Board shall investigate said complaint and, should the complaint prove valid, forward their findings to the appropriate state or federal agency for action under its guidelines.
Any employee of the Town of Mount Pleasant, any applicant for employment with the Town of Mount Pleasant or any employee of or applicant for work to any contractor, subcontractor or organization doing business with the Town of Mount Pleasant will have the right to appeal any decision of the Town Board by requesting that the complaint and the Town Board's decision be reviewed by the appropriate state and federal agencies. Upon such written request to the Town Board by the complainant, the Town Board shall forward all findings, reports and any other pertinent material to said state or federal agency.
No person shall aid, abet, incite, compel or coerce the doing of any acts forbidden under this chapter or attempt to do so.
No person shall retaliate or discriminate against any person because he or she has filed a complaint, testified or assisted in any proceeding convened under this chapter.
