There is hereby created in and for the Town of Mount Pleasant, in accordance
with § 239-u of the General Municipal Law of the State of New York,
an agency of town government which shall be known as and by the name and designated
the "Mount Pleasant Narcotic Guidance Council."
Such Council shall consist of a membership of five, of whom at least
one shall be a clergyman, one an attorney at law and one a physician. The
Town Board of the Town of Mount Pleasant shall name and designate the individuals
who comprise the membership of said Narcotic Guidance Council and all persons
to fill any vacancies as they may occur from time to time and shall further
name and designate from among the membership the Chairman of such Narcotic
Guidance Council. The Town Board shall have the power and authority to remove,
upon just cause and after public hearing, any member of said Council. There
shall be no compensation paid for the services rendered and to be rendered
by the membership of such Narcotic Guidance Council in such capacity. The
term of office of each of the members of the Narcotic Guidance Council shall
be three years, but the initial membership of such Council shall serve on
a staggered plan of one member for one year, two members for two years each
and two members for three years each; thereafter, upon redesignation for full
terms, such designation shall be for three years. Said Narcotic Guidance Council
shall have the power to appoint one ex officio member of such Narcotic Guidance
Council to serve at its pleasure for the purpose of providing such Narcotic
Guidance Council with a teenage member, preferably one attending high school,
for the purpose of consultation and advice as to the mode and needs of children
in their teens.
