The provisions of this article shall apply except
when it is necessary to stop a vehicle to avoid conflict with other
traffic or in compliance with the directions of a police officer or
official traffic control device.
The parking of all vehicles, except within two parallel lines and not across any line, is hereby prohibited in any of the locations designated in Schedule IX (§
206-43), attached to and made a part of this chapter.
Parking shall be restricted at the locations designated in Schedule X (§
206-44), attached to and made a part of this chapter, and to the persons designated therein. Unauthorized vehicles will be removed at the owner's expense.
To avoid congestion and facilitate the removal
of snow and ice from Town highways, no vehicle shall be parked, stored
or left standing unattended by a person capable of operating it for
a period longer than necessary to load or unload passengers or freight,
on any Town highway in the unincorporated areas of the Town of Mount
Pleasant, between the hours of 1:00 a.m. and 6:00 a.m. during the
period from the first day of December to the first day of April.
No person shall park a vehicle at any time upon any of the streets or parts thereof described in Schedule XII (§
206-46), attached to and made a part of this chapter.
No person shall stop a vehicle upon any of the streets or parts of streets described in Schedule XIII (§
206-47), attached to and made a part of this chapter.
No person shall stand a vehicle upon any of the streets or parts of streets described in Schedule XIV (§
206-48), attached to and made a part of this chapter.

A. No person shall park a vehicle between the hours specified in Schedule XV (§
206-49) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XV, attached to and made a part of this chapter.
B. Persons may park vehicles in certain specified areas specified in Schedule XV (§
206-49), attached to and made a part of this chapter, by displaying a valid parking permit issued for such specified area by the Town Clerk of the Town of Mount Pleasant, pursuant to the rules outlined for parking permits detailed in Town Code §
145-17.
No person shall stop a vehicle during the times specified in Schedule XVI (§
206-50) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVI, attached to and made a part of this chapter.
No person shall stand a vehicle during the times specified in Schedule XVII (§
206-51) of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVII, attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit shown in Schedule XVIII (§
206-52) at any time between the hours listed in said Schedule XVIII of any day, unless otherwise indicated, upon any of the streets or parts of streets described in said Schedule XVIII, attached to and made a part of this chapter.
No person shall park a vehicle upon any of the streets or parts thereof described in Schedule XIX (§
206-53) except at the angle designated and only within the painted stall lines. On all streets or portions thereof where angle parking is now or shall hereafter be authorized, all vehicles parked thereon shall be parked with the front thereof nearest the curb.
The locations described in Schedule XX (§
206-54), attached to and made a part of this chapter, are hereby designated as loading zones.

The locations described in Schedule XXI (§
206-55), attached to and made a part of this chapter, are hereby designated as taxi stands.
A. Permit required; use of taxi stands.
(1) Vehicles registered to carry up to 14 passengers and operating within
the Town of Mount Pleasant used to transport passengers for compensation
must do so with a valid Westchester County Taxi and Limousine Commission
(WCTLC) vehicle permit. The WCTLC vehicle must be dispatched and affiliated
with a WCTLC licensed dispatch base and operated by a driver carrying
a valid WCTLC for-hire vehicle driver permit.
(2) Only those vehicles as defined above and under contract with the Town of Mount Pleasant may use the taxi stands designated by Schedule XXI (§
206-55).
B. Further, the location described in Schedule XXI (§
206-55) as the Westchester Medical Center shall also permit access to vehicles holding a valid medical waiver issued by the WCTLC.
C. Penalties for offenses. Every person, firm or corporation convicted of violation of any provision of §
206-27A of the Code shall be liable to a fine of $100.
The locations described in Schedule XXII (§
206-56), attached to and made a part of this chapter, are hereby designated as bus stops.

A. Upon
the declaration of an emergency, there shall be no parking upon streets
or sections of streets where the temporary "Emergency No Parking"
signs are displayed. The Chief of Police, or, in the Chief of Police's
absence, the ranking police officer, is authorized to declare an emergency
and to direct the posting of said "Emergency No Parking" signs when
weather conditions, accidents, fires or public celebrations dictate
or require the avoidance of hazards or other conditions which interfere
with the free flow of traffic.
B. Notification
that the "Emergency No Parking" signs are being or will be posted
shall be given to the operator or owner of any vehicle which has been
parked prior to the posting of the signs.
C. Any
unoccupied vehicle parked or standing in violation of this section
shall be deemed a nuisance and a menace to the safe and proper regulations
of traffic, and any peace officer may provide for the removal of such
vehicle. The owner shall pay the reasonable costs of the removal and
storage which may result from such removal before regaining possession
of the vehicle.
