There shall be paid annually to the organization
or association constituting and having in charge the distribution
of police pension funds in the City a sum of money sufficient to meet
the requirements of and to maintain such police pension fund, which
sum in no year shall be less than 1/2 of 1% of all City taxes levied
by the City, other than taxes levied to pay interest on or extinguish
the debt of the City or any part thereof.

The Police Association shall consist of members
of the Bureau of Police of the City, including the Chief of Police,
roundsmen, motorcycle and traffic officers, patrolmen, probationary
patrolmen, and other officers (except ordinary employees) attached
to the Bureau of Police; policewomen; sanitary police officers and
park guards or police constituting the several authorized police bodies
to which Police Association membership to and beneficiaries of are
obligatory.
The Police Association shall organize and maintain
a proper corporate organization. The funds of such Association, which
shall be known as the Easton Police Association Fund, hereinafter
called "police fund," shall be disbursed by its proper officers in
accordance with its bylaws and this article. However, the City shall
in no way be liable for the proper application of any monies after
they shall have been received by the Treasurer of the Police Association,
nor for the payment of any sum of money except as specified in this
article.

A. The Association shall keep full and accurate accounts
of all its transactions and its accounts with each member. It shall
have the power to make rules for the transaction of its business,
its time and place of meeting and the application of its funds. The
Association shall have the power to invest its funds and such securities
as it deems advisable.
B. The Association shall meet at least once a month at
a stated time, and such meeting shall be open to the public. Ten members
shall constitute a quorum to transact business. All incidental expenses
necessary to transact and properly conduct the business of the Association
shall be provided for from the police fund. No money, except as herein
set forth, shall be paid out of the police fund except for purposes
of relief or pensions for the persons herein specified or their dependents
as contemplated in this article and specified in the bylaws of the
Association.
The Police Association shall be governed by
rules, bylaws and regulations not inconsistent with this article,
or amendments or supplements thereto, which shall prescribe the conditions
and the sum to be paid to entitle persons to membership and participation
in the provisions of the fund. All sums paid by persons to become
members of the Association shall be paid to the Treasurer to become
part of the fund.
No pension or relief or any portion thereof
granted under this article, or by the bylaws of the Police Association
as a consequence thereof, shall be subject to any attachment or execution,
but shall be payable only to the persons specified or their dependents
in the manner and form as provided in the bylaws of the Association,
nor shall such pension or relief be subject to any assignment or transfer,
under penalty of forfeiture.
