may authorize appointment of employees on a temporary basis in order
to prevent stoppage of public business or loss or serious inconvenience
to the public.
H. Limited-term employment. These appointments are made

project requires the addition of employees for a specific time or
to fill a position of an employee on a leave of absence or at long-term
training such as occurs in the police field. These opportunities may
also include persons hired under an existing federal manpower program.
In such cases, the range of benefits made available to the employee
will be assessed in the light of the applicable federal or state regulations
and these personnel rules.
