The workweek shall consist of 40 hours within
a one-hundred-sixty-eight-hour period with fixed starting and ending
times. Department heads, with the approval of the Town Manager, for
purposes of departmental efficiency or to meet special operations
needs, may vary the hours of an employee or group of employees so
that those employees will have other than the standard workweek described
above.
The workday shall consist of eight hours.
Each employee shall be entitled to two fifteen-minute
rest breaks with the first coming in the first half of the workday
and the second coming in the second half of the workday. In computing
the workday, these breaks shall be counted as time worked.
Each employee shall be entitled to a lunch break
of 30 minutes at approximately the midpoint of each workday. With
the exception of emergency services employees, the lunch break shall
not be counted as time worked in computing the workday.
The Town Manager and department heads shall
endeavor to establish schedules of working hours in order to maximize
productivity and effectiveness.
All departments and divisions or sections thereof
shall post the regular hours of work for the respective groups in
a conspicuous place.
When circumstances warrant, overtime work shall
be required.
A. Management schedules. Management-level employees who
hold salaried positions are paid on the basis of job responsibility,
and it is the responsibility of the person filling the position to
accomplish work assigned to the position regardless of the hours required
to do the work, within reason. Further, because of their responsibilities
for service, program and goal accomplishment, they shall be available
as necessary for service beyond the normal workweek. Such employees
shall be ineligible for overtime rates of pay but shall be eligible,
at the discretion of the Town Manager and when the workload permits,
to be granted compensatory time off in recognition of extra hours
worked.
B. All employees, except management-level employees compensated
on a salary basis, shall be compensated at 1 1/2 times their
hourly base rate for all hours worked over 40 hours in a workweek.
This provision will not apply to situations where schedules other
than 40 hours per week are established for more efficient operation
or employee convenience.
C. For purposes of this section, hours worked shall include
hours actually worked, hours compensated for with holiday pay, vacation
leave pay, medical leave pay, or bereavement leave pay.
D. All overtime hours shall require advance authorization
from an appropriate supervisor.
