As used in this chapter, the following terms shall
have the meanings indicated:
APPOINTING AUTHORITY
Either the Town Council or Town Manager having the authority
to appoint under the Town Charter.
APPOINTMENT
The acceptance by a person of a position in the Town, which
has been offered by the appropriate authority.
CLASS
A group of positions, which are sufficiently alike in general
duties and responsibilities to warrant the use of the same title,
class description, and pay range.
EMPLOYEE
An individual who is legally employed by the Town and compensated
through the Town payroll for his/her services. Individuals or groups
compensated on a fee basis are not included.
LAYOFF
Involuntary, nondisciplinary separation of an employee from
a position.
MANAGEMENT
Employees who are considered professionals, officials, or
managers.
MANAGER/OFFICIAL
Occupations requiring administrative personnel who set policies,
who exercise overall responsibility for execution of these policies
or who direct individual departments or special phases of the Town's
operations.
POSITION
Any office or employment, whether occupied or vacant, full-time
or part-time, consisting of duties and responsibilities assigned to
one individual by competent authority.
PROBATIONARY PERIOD
The trial period of employment beginning with the date of
an employee's appointment, promotion, or transfer to any position.
It is an extension of the recruitment or selection process. During
this period, the Town reserves the right to dismiss an employee without
cause.
PROFESSIONAL
Occupations requiring either college graduation or experience
of such a kind and amount as to provide a comparable background (i.e.,
school nurses, engineers, and attorneys).
PROMOTION
Assignment of an employee from one class to another, which
has a higher rate of pay.
TRANSFER
Assignment of an employee from one position to another.
