As used in this article, the following terms shall have the meanings indicated:
PRIVATE ROAD OR DRIVEWAY
Every way or place in private ownership and used for vehicular traffic by the owner and those having express or implied permission from the owner, but not by other persons, except any shopping center parking lot or roadway, or other place used for vehicular parking for or access to any business establishment.
STREET OR HIGHWAY
The entire width between the boundary lines of any way or place when any part thereof is open to the use of the public as a matter of right, for the purpose of vehicular traffic, and shall include any shopping center parking lot or roadway, or other place used for vehicular parking for or access to any business establishment.
A. 
Except in the congested district hereinafter established, any vehicle shall be parked parallel to the curb and with the right-hand wheels of such vehicle within 12 inches of the curb. The foregoing requirements shall not apply, however, to any vehicle disabled upon any street, but any police officer of the City may require the person in charge thereof to move it to a place of safety, and if such movement is not made or if any motor vehicle is left alone or abandoned in any such position, the officer may provide for the removal of such vehicle to the nearest convenient garage or other place of safekeeping.
B. 
No person shall stop, stand or park a vehicle except when necessary to avoid conflict with other traffic, or in compliance with the direction of a police officer or traffic control device, in any of the following places:[1]
(1) 
On a sidewalk.
(2) 
In front of a public or private driveway.
(3) 
Within an intersection.
(4) 
Within 10 feet of a fire hydrant.
(5) 
On a crosswalk.
(6) 
Within 20 feet of a crosswalk at an intersection.
(7) 
Within 30 feet upon the approach to any flashing beacon, stop sign, or traffic-control signal located at the side of a roadway.
(8) 
Between a safety zone and the adjacent curb or within 30 feet of points on the curb immediately opposite the ends of a safety zone, unless a different length is indicated by signs or markings.
(9) 
Within 50 feet of the nearest rail of a railroad crossing.
(10) 
Within 20 feet of the driveway entrance to any fire station and on the side of a street opposite the entrance to any fire station within 75 feet of said entrance when properly signposted.
(11) 
Alongside or opposite any street excavation or obstruction when such stopping, standing, or parking would obstruct traffic.
(12) 
On the roadway side of any vehicle stopped or parked at the edge or curb of a street.
(13) 
Upon any bridge or other elevated structure upon a highway or within a highway tunnel, except as otherwise provided by ordinance.
(14) 
At any place where official signs prohibit stopping.

C. 
No person shall move a vehicle not owned by such person into any prohibited area or away from a curb such distance as is unlawful.[2]

D. 
No person shall, for camping purposes, leave or park a travel trailer on or within the limits of any highway or on any highway right-of-way, except where signs are erected designating the place as a camp site.[3]

E. 
No person shall stop or park a vehicle on a street or highway when directed or ordered to proceed by any peace officer invested by law with authority to direct, control, or regulate traffic.[4]

F. 
No vehicle shall be parked on any street for the purposes of displaying it for sale.
G. 
Parking on residential streets.
(1) 
No person shall park any vehicle or vehicle trailer combination that exceeds 21 feet on any residential street in the City of Fairfax for more than 24 hours.
(2) 
No person shall park any non-motorized vehicles, specifically including trailers, on any residential street in the City of Fairfax for more than 24 hours.
(3) 
As cited in this section, the term "residential street" refers to portions of streets which abut property exclusively zoned for residential use.[5]

A. 
There is hereby established a district to be known as the "congested district" within which the rules set forth in this section shall be in force. The congested district shall include the following streets; First Street from the right-of-way of the Minnesota Valley Transportation Co. S.W. Railway to Minnesota State Highway No. 19; Park Street from the right-of-way of the Minnesota Valley Transportation Co. S.W. to Minnesota State Highway No. 19; First Avenue Southeast from First Street S.E. to Park Street; and Second Avenue Southeast from First Street S.E. to South Park Street.
B. 
Diagonal parking shall be required on all streets within the congested district, and all vehicles shall be parked within the paintings or other markings on the curb or street indicating such parking space.

C. 
The Chief of Police may designate certain blocks within the congested district as thirty-minute, one-hour or two-hour limited parking zones and shall mark by appropriate signs any zones so established. Such zones shall be established in the congested district wherever necessary for the convenience of the public or to minimize traffic hazards and to preserve a free flow of traffic. No person shall park any vehicle in any limited parking zone for a longer period than is specified on the signs marking such zone.
D. 
No motor vehicle shall be parked on any of the streets of the congested district of the City between the hours of 3:00 a.m. and 6:00 a.m. of any day. It shall be the duty of the Chief of Police to cause any such motor vehicle so parked to be removed to a public garage in said City, and such motor vehicle shall not be released until the fees for towing and storage of said vehicle have been paid by the owner thereof, this to be in addition to any other fine for the violation of this subsection of this article.
E. 
The Chief of Police may establish "No Truck Parking" zones in the congested district and shall mark by appropriate signs any zones so established. Such zones shall be established in the congested district where heavy traffic by commercial vehicles or other traffic congestion makes parking by commercial vehicles a hazard to the safety of vehicles or pedestrians. No person shall park a commercial vehicle of more than one-ton capacity upon any street in any "No Truck Parking" zone, but parking of such vehicles for a period of not more than 30 minutes shall be permitted in such zones for the purpose of having access to abutting property when such access cannot conveniently be secured from an alley or from a side street where truck parking is not so restricted.
F. 
The Chief of Police may, whenever necessary to preserve a free flow of traffic or to prevent accidents, prohibit the turning of any vehicle on any designated street or intersection in the congested district, so as to reverse the direction of said vehicle, and shall mark by appropriate signs any street or intersection so designated, and may designate any intersection within the congested district as one where the turning of vehicles to the left or to the right, or both, is to be restricted, and shall mark by appropriate signs any intersection so designated; but no intersection on a trunk highway shall be so designated until the consent of the State Commissioner of Highways to such designation is obtained. No person shall turn a vehicle at any such intersection contrary to the directions on such signs.
The Chief of Police may designate any streets as through streets and any intersection as a stop intersection where necessary to preserve the free flow of traffic and to prevent accidents; and he shall post appropriate signs at the entrance to such streets or intersections; but no trunk highway shall be designated as a stop intersection unless the consent of the State Commissioner of Highways to such designation is first secured. Every driver of a vehicle shall bring his vehicle to a full stop before entering any stop street or intersection properly designated and posted as such by the Commissioner of Highways or the Chief of Police.
Any violation of this article shall be a petty misdemeanor and punished as such.
