The City Clerk-Treasurer shall, on or before September 15 of each year, transmit to the County Auditor the amount of any authorized tax levy and the amount of any tax assessment made by the City Council. The levy, for all purposes, shall be specific and be recorded in the minutes of the proceedings of the City Council, and certified to the County Auditor by the City Clerk-Treasurer.
