Immediately after the appointment of the Commission, and annually thereafter, the Commission shall organize and determine rules and regulations not inconsistent with the provisions of state and municipal law as will enable the Commission to function and carry into effect the powers, duties and responsibilities imposed upon the Commission in the manner prescribed by state law. The City of Papillion shall provide the Civil Service Commission with suitable and convenient quarters and office equipment for the performance of its duties and functions.
F.
The City shall also appropriate each fiscal year, from the general funds of such municipality, a sum of money sufficient to pay the necessary expenses in carrying out the purposes of the Civil Service Act, including, but not limited to, reasonable attorney's fees, for any special counsel appointed by the Commission when the municipal attorney is not authorized by the City Council to represent the Commission.
