The Mayor may, by and with the approval of a majority of the City Council, appoint a City Administrator, Assistant City Administrator, Treasurer, Clerk, Engineer, Attorney, Department of Public Works, Planning and Zoning Director, Golf Course Superintendent, Physician, Recreation Director, Chief of Fire Department, Chief of Police and other personnel deemed necessary. All appointed officials, except Chief of Police and Chief of Fire Department, may be removed at any time by the Mayor with the approval of a majority of the Council. The Chief of Police and the Chief of Fire Department may be suspended or discharged only in accordance with the Nebraska Civil Service Act and the rules promulgated by the City of Papillion Civil Service Commission pursuant to said Act. All such confirmations of appointments of such offices by the Council shall be made viva voce, and the concurrence of a majority of the members elected to the Council shall be required. All appointed officers shall perform such duties as prescribed by ordinance in addition to any other duties pursuant to an employment or service contract with the City. The office of City Administrator may not be held by the Mayor. The appointed City Administrator may concurrently hold any other appointed office provided for in this section. The vote by yeas and nays shall be recorded by the Clerk.
The Council may create any office that it may deem necessary for the good government and interest of the municipality.
The Council may regulate and prescribe by ordinance the powers, duties and compensation of the officers of the municipality not specifically delineated by state law. The Council may classify the several offices and positions of trust or employment in the public service on the basis of merit through such agency as the Council shall provide for that purpose. The Mayor, by and with approval of a majority of the City Council, may negotiate for and enter into employment or service contracts for any appointed office.
The Council or Mayor may require from an officer of the municipality at any time a report in detail of the transactions of his or her office or of any matters connected therewith.
The City Attorney shall be the legal advisor of the Council and City officers. The City Attorney shall commence, prosecute and defend all suits and actions necessary to be commenced, prosecuted or defended on behalf of the City or that may be ordered by the Council but shall not prosecute criminal violations of City ordinances unless said service is specifically contracted for with the City. He shall attend meetings of the Council and give them his opinion upon any matter submitted to him either orally or in writing as may be required. He shall draw all ordinances, contracts and other documents requested by the Mayor and Council. The Mayor and City Council shall have the right to pay the City Attorney or to employ additional legal assistants and to pay for such legal assistance out of the funds of the City.
The Council may by ordinance combine the offices of Clerk and Treasurer and provide for the payment of a salary to the person holding such combined office. Such salary shall not be in excess of the maximum amount provided by law for the salary of the Clerk in such City plus the maximum amount provided by law for the salary of the Treasurer in such City. When these offices are combined, the duties of the Treasurer shall be performed by the Clerk.
A. 
The Treasurer of the City shall be custodian of and receive all money belonging to the City. The Treasurer shall keep a separate account of each fund or appropriation and the debits and credits belonging thereto. The Treasurer shall, at the end of every month and as often as may be requested, render an account to the City Council, under oath, showing the state of the treasury at the date of such account, the amount of money remaining in each fund and the amount paid therefrom and the balance of money in the Treasury. The Treasurer shall accompany such account with a statement of all receipts and disbursements, together with all warrants redeemed and paid, which warrants, with all vouchers held, shall be filed with the Treasurer's account in the Clerk's office. The Treasurer shall produce and show all funds shown by such report to be on hand, or satisfy the Council or its committee that it has such funds in its custody or under its control. If said Treasurer neglects or fails, for the space of 10 days from the end of every month, to render its account, the office may, by resolution of the Mayor and Council, be declared vacant and the Mayor shall appoint and the Council confirm some other person to fill the vacancy. The Treasurer shall keep its books and accounts in such a manner as the Mayor and Council shall prescribe and shall keep a daily cashbook. All of the books and accounts of the Treasurer shall always be subject to inspection by the Mayor, members of the Council and such other persons as they may designate. The Treasurer shall perform such other duties as are required by the laws of the City and the statutes of the State of Nebraska. The Treasurer shall keep all money belonging to the City separate and distinct from its own money and is hereby expressly prohibited from using, either directly or indirectly, the corporation money or warrants in its custody and keeping the same for its use and benefit or that of any other person whomsoever. Any violation of this section shall subject the Treasurer to immediate removal from the office by the City Council, and it may declare such office vacant. The Mayor shall appoint a successor who shall be confirmed by the City Council to hold office for the remainder of the term. The Treasurer may appoint a Delinquent Tax Collector who shall be allowed a percent upon collections to be fixed by the Council not to exceed the fees allowed by law to the County Treasurer for like services. The City Treasurer shall prepare all paving and curbing tax lists and shall collect all paving and curbing taxes. In addition the Treasurer shall exercise all those duties and obligation imposed on the office of Treasurer by state statute. The office of City Treasurer shall be separate and district from the office of City Clerk commencing April 21, 1993.

B. 
Treasurer's duties.

(1) 
The Treasurer shall give every person paying money into the treasury and its office a receipt therefor, which shall show the source from which such funds are derived and shall by distinct lines and columns, show the amount received to the credit of each separate fund and whether the same was paid by cash, in warrants or otherwise; one of which copies the Treasurer shall deliver to the person making such payment and the other shall be retained and filed with the monthly report.
(2) 
The Treasurer shall examine and audit all claims made against the City to determine they are in proper form, are correctly computed and are justly and legally due and payable and shall determine the proper fund from which the same is payable.
(3) 
The Treasurer shall give a written report to the City Council which report shall itemize the name of the claimant and the amount to be paid. The Council shall approve the payment of said claims as reflected on the City Treasurer's report by a majority vote of those members elected to the City Council.
C. 
Treasurer's books. The Treasurer shall daily, as moneys are received, foot the several columns of its cashbook and of its register and carry the amount forward, and at the close of each year in case the amount of money received by the Treasurer is insufficient to pay the warrants registered, shall close the account for the year in such register and shall carry forward the excess. Any Treasurer who shall fail regularly to enter upon his cashbook the amount so received and receipted for or who shall fail to keep his cashbook footed from day to day for the space of three days, shall forfeit for each offense the sum of $200 to be recovered in a civil action on his official bond by any person holding a warrant drawn on such Treasurer, 1/2 to the person bringing such action and 1/2 to the school fund of the county in which action is brought. The cashbook, register and retained receipts of the Treasurer shall at all times be open to the inspection of any person in whose name any warrants are registered and unpaid.
D. 
Treasurer's annual report. It shall be the duty of the Treasurer to prepare and publish annually, within 60 days following the close of the municipal fiscal year, a statement of the receipts and expenditures by fund of the City for the preceding fiscal year. Not more than the legal rate shall be charged and paid for such publication. Such publication shall be made in one legal newspaper of general circulation in the City. Any Treasurer failing or neglecting to prepare and publish such statement of receipts and expenditures shall be deemed guilty of a misdemeanor and shall upon conviction, be fined, not to exceed $100 and be liable, in addition to removal from office, for such failure or neglect.
E. 
Treasurer's warrants. The Treasurer shall keep a warrant register which shall show in columns arranged for that purpose, the number, date and amount of each warrant presented and registered, the particular fund upon which the name is drawn, the date of presentation, the name and address of the person in whose name the same is registered, the date of payment, the amount of interest and the total amount paid thereon, with the date when notice to the person in whose name such warrant is registered as herein provided. On presentation of a warrant for payment to the credit of the proper fund to pay the same, it shall be the duty of the Treasurer to enter such warrant in its register for payment in the order of its presentation and the Treasurer shall endorse on the warrant the words "registered for payment" with the date of registration and shall sign such endorsement, whereupon the warrant shall draw interest at the rate fixed by the Mayor and City Council, which rate shall be endorsed on the warrant, until notice of payment shall be given the registered owner. The Treasurer shall neither directly or indirectly contract for or purchase any City warrant at any discount whatever upon the sum due such warrant purchase or order and if the Treasurer shall so contract for or purchase any such order or warrant, the Treasurer shall also forfeit the whole amount due on such order or warrant.

A. 
The Mayor shall, with the consent of a majority of the Council, appoint the City Clerk and/or deputies as required. It shall be the duty of the City Clerk to attend every meeting of the Council and keep a record of the proceedings thereof. Whenever a special meeting is called by the Mayor or by four members of the Council, the Clerk shall deliver a notice of said meeting to the members of the Council and shall notify any and all committees of the Council of the business entrusted to them.
B. 
The Clerk shall keep and carefully preserve all papers and books which may come into its possession as Clerk, filing and arranging them in a manner convenient for reference.
C. 
The Clerk shall keep the Seal[1] of the City and duly attest thereby the Mayor's signature to all ordinances and all deeds and papers required to be attested, when ordered by the Council.

D. 
The Clerk shall keep a register of all licenses granted and the purpose for which they were issued and report to the Council at every meeting. At the beginning of each month the Clerk shall, if required by the Council, furnish the Police Department with a true copy of the register of all licenses then in force. The Clerk shall issue licenses and collect license fees connected therewith as provided by the laws of Nebraska or the municipality.
E. 
Within 30 days after any meeting of the Council, the Clerk shall prepare and publish the proceedings of the Council in a legal newspaper, or more than one legal newspaper, if directed by the Council. Said publication shall set forth a statement of the proceedings thereof and shall also include the amount of each claim allowed, the purpose of the claim and the name of the claimant, except that the aggregate amount of all payroll claim may be included as one item. Between July 15 and August 15 of each year, the names of all employees and their current annual, monthly or hourly salaries shall be published and any changes in salaries or the hiring of new employees during the calendar quarter preceding the months of November, February and May. The charge for said publication shall not exceed the rates provided by law. The publication charge shall be paid and allowed as other claims against the general fund.
F. 
The Clerk shall have such additional duties and receive such salary as the Council may prescribe. The office of City Clerk shall be separate and distinct from the office of City Treasurer commencing April 21, 1993.

A. 
Establishment and purpose. There is hereby established the office of City Administrator. The purpose of the office of City Administrator is to provide for the centralization of the administrative responsibilities of all affairs of the City which are under the direction of the Mayor and City Council.
B. 
Appointment and responsibilities.
(1) 
The City Administrator shall be the nonelected administrative head of City government under the direction and control of the Mayor and City Council. The City Administrator shall be appointed by the Mayor with the approval of a majority of the members of the City Council.
(2) 
The City Administrator may be removed at any time upon notice given by the Mayor with the approval of a majority of the members of the City Council or pursuant to the terms of any applicable contract for services. The City Administrator may be removed without approval of the Mayor upon a three-fourths vote of the total membership of the Council. The City Administrator shall be given no less than 30 days notice nor more than 60 days notice of removal or 30 days severance pay and then be removed immediately.
(3) 
All of the Departments of the City shall be under the administrative supervision and direction of the City Administrator. Except for the purposes of inquiry, the Mayor and City Council shall deal with the administrative services of the City through the City Administrator.
(4) 
The City Administrator shall direct the affairs of the City to include planning, directing and coordinating the personnel matters of all City employees, except as otherwise provided by City ordinances, state statutes or any applicable labor contracts made on the basis of merit; recruit, interview and test job applicants; ensure all appointments are made on the basis of merit; maintain a classification system, if any, for City employees and administer the pay plan; keep records of all City employees; ensure hearings for grievances; promote training programs; and foster good employee relations.
(5) 
Compensation. The City Administrator shall receive such compensation and allowances as the Mayor and City Council may prescribe by resolution.
C. 
Duties and powers. In addition to the general authority as administrative head, and not as a limitation thereof, the City Administrator shall:
(1) 
Keep the Mayor and City Council fully advised as to the financial condition of the City and its needs. Be responsible for the preparation of the annual estimates of revenues and expenditures of a proposed budget for the presentation of a complete financial plan for the Mayor and City Council prior to the consideration and adoption of the annual appropriation ordinance by the governing body. Be responsible for the supervision and control of the budgeted expenditures.
(2) 
Recommend to the Mayor and Council the appointment and dismissal of all department heads over which the administrator exercises jurisdiction. The administrator is responsible for the appointment and dismissal of all subordinate employees in the departments, divisions and services over which he or she exercises jurisdiction according to the laws of the City. The administrator may also provide for the transfer of such employees within such departments, divisions and services to meet the City's varying workload emergencies.
(3) 
Attend all meetings of the City Council with the duty of reporting any matter concerning City affairs under his or her supervision and direction; and to attend such other meetings of departments and officials as his or her duties may require, or as may be directed by the Mayor and Council.
(4) 
Make investigations into all of the affairs of the City and to make recommendations to the Mayor and Council for the adoption of such measures and ordinances as are deemed necessary or expedient for the good of the City government.
(5) 
Analyze the functions, duties and activities of the various departments, divisions and services of the City and all employees thereof, and to make recommendations regarding the same to the Mayor and Council, and to faithfully carry out the directions and recommendations of the Mayor and Council in coordinating the administrative functions and operations of the various departments, divisions and services.
(6) 
Investigate, or have investigated, all complaints filed against any employees, departments, divisions or services of the City, and to report such investigation with recommendations to the Mayor and City Council.
(7) 
Serve as City Planning and Zoning Director and shall advise both the City Planning Commission and City Council in matters pertaining to City planning.
(8) 
Serve as purchasing agent of the City; to purchase or contract or supervise the same for all supplies and contractual services needed by any department of the City which derives its support wholly or in part from the City, in accordance with purchasing procedures as prescribed by this subsection, and such rules and regulations as the Administrator shall adopt for the internal management and operation of his or her duties as purchasing agent, and such other rules and regulations as shall be prescribed by the Mayor and/or the City Council. Department heads are hereby authorized to make appropriated expenditures less than $5,000 on their authority only, which expenditures do not need the prior approval of the City Administrator. Any appropriated expenditures equal to or greater than $5,000 shall require the written approval of both the department head and the City Administrator. Any appropriated expenditures equal to or greater than $10,000 shall require the written approval of the department head, City Administrator and Mayor. Purchase orders shall not be required for expenditures less than $5,000; but purchase orders shall be required for any expenditures equal to or greater than $5,000. In no event shall any expenditures be made unless the funds for the same have been duly appropriated by the Mayor and City Council.

(9) 
Perform such other duties and exercise such other powers as may be required by ordinance, or prescribed by resolution of the Mayor and Council.
D. 
Political activity; conflict of interest. The City Administrator shall not participate in any political activity on behalf of candidates or issues involving public trust, except for the casting of an individual ballot. The administrator shall be an officer of the City within the meaning of Neb. R.R.S. § 16-502, and shall be subject to and bound by the prohibitions contained therein.
E. 
Bond. Before taking office the administrator shall file with the City Clerk a surety bond in the amount of $20,000 in favor of the City. The premium of said bond shall be paid by the City.
F. 
Assistant City Administrator.

(1) 
The Assistant City Administrator shall be responsible for assisting with the daily operations of City government, conducting research and special projects and also responsible for complex administrative/personnel, financial and record maintenance functions. The Assistant City Administrator shall report to the City Administrator and assist in the supervision of the Finance Director, Public Works Director, Police Chief, Chief Building Official, Golf Superintendent, Recreation Director, City Clerk, Administrative Assistant and all other City staff.
(2) 
Essential functions. The Assistant City Administrator shall:
(a) 
Serve as City Administrator in his/her absence.
(b) 
Be responsible for assisting the City Administrator in determining strategic and economic forecasts.
(c) 
Perform supervisory functions such as staffing, scheduling work, assigning work duties, training personnel on various systems, equipment and techniques, conducting performance evaluations and administering disciplinary actions; ensure that departmental activities are performed according to applicable rules and regulations.
(d) 
Be responsible for performing various complex personnel activities, including but not limited to the maintenance of personnel files, monitoring the administration of wages and benefits, maintaining the position classification system, planning and coordinating interdepartmental training sessions; and coordinating other personnel matters such as recruitment and selection to ensure the compliance with hiring regulations.
(e) 
Serve as appointing authority for the Papillion Civil Service Commission.
(f) 
Participate in contract administration and labor negotiations, as needed.
(g) 
Be responsible for coordinating the development, administration and review of the personnel policy manual with the City's departmental directors and the Personnel Committee to ensure consistent application and compliance; participate in making recommendations and revisions as needed.
(h) 
Present information to the City Council in the absence of the City Administrator.
(i) 
Serve as a liaison with the Sanitary Improvement Districts (SID's) within the City's jurisdiction; maintain the District information and solve various problems/concerns pertaining to the SID's.
(j) 
Coordinate the City's annexation process through various activities, including but not limited to cooperating with the Finance Director to ensure ongoing review of potential annexation, preparing detailed analyses and submitting recommendations to the City Administrator and the Annexation Review Committee; attend meetings of the Annexation Review Committee.
(k) 
Attend the Annexation Review Committee and Board of Equalization meetings as needed, take minutes and maintain a journal of the proceedings.
(l) 
Monitor the daily operations of the City's keno operations; maintain a record of all proceeds and review monthly reports provided by keno operators to ensure contract compliance.
(m) 
Attend various meetings and conferences to maintain awareness and keep abreast of changes for municipal/public administration functions and responsibilities.
(n) 
Provide public records and information to citizens, the media and other agencies as requested.
(o) 
Establish and maintain positive public relations and serve as a liaison for the City with other governmental agencies as needed.
(p) 
Perform administrative duties, including the preparation of various reports and records pertaining to the duties performed.
(q) 
Operate standard office equipment in the performance of job duties, i.e., fax machines, copier, personal computer, calculator, etc.
(r) 
Perform other duties as directed or as the situation dictates.
The City Engineer shall, when requested by the Council, make estimates for the cost of labor and material which may be done or furnished by contract with the municipality, and make all surveys, estimates and calculation necessary to be made for the establishment of grades, building of culvert, sewers, electric light system, waterworks, power plant, public heating system, bridges, curbing, cutters, the improvement of streets and the erection and repair of buildings. The City Engineer shall perform such additional duties as the Council may require. It shall be the Engineer's duty to make a record of the minutes of its surveys and of all work done for the municipality and accurately make such plats, sections, profiles and maps as may be necessary in the prosecution of any public work, which shall be a public record and belong to the municipality and be turned over to the successor of the Engineer.
The Council and Mayor may, whenever they deem it expedient, employ a special Engineer to make or assist in making any particular estimate or survey. Any such estimate or survey shall have the same validity and serve in all respects as though the same had been made by the City Engineer.
The City Physician shall be a member of the board of health of the City and shall be its medical adviser. When requested by the Mayor or City Attorney, the Physician shall investigate all cases of injury to persons in which liability against the City may be asserted and make a written report thereof, including the circumstances causing the injury and the nature and extent of the injury and shall perform such other duties of a medical and healthful nature as shall be assigned from time to time by the Mayor and Council. The Physician shall receive no compensation as a member of the Board of Health nor any salary as City Physician, but shall be allowed compensation for services so assigned to him and rendered the City at the usual rates prevailing in the City for such services.
The Mayor may, by and with the advice and consent of a majority of the Council, appoint a Director of Public Works. All matters of general supervision and administration with respect to public utilities owned or operated by the municipality are subject to direction of the Council. The Director of Public Works shall be ex-officio Sewer Commissioner and Water Commissioner. The Director of Public Works shall be removable at any time by the Mayor with approval of a majority of all the members of the Council. The Director of Public Works shall give bond required by law in the amount of $20,000 to be executed for the faithful performance of the duties of the several offices merged in the department. The Director of Public Works shall also assume the duties of Street Commissioner as set out in § 51-21, whenever a Street Commissioner has not been appointed as provided by ordinance.
The Street Commissioner shall have general charge, direction and control over all work on the street, sidewalks, culverts and bridges of the municipality except where some other official is specifically designated as the official in charge of such improvement. The Commissioner shall perform such other duties and make such reports as the Council may require. It shall be the Commissioner's duty to see that sidewalks and the sidewalk space are not unlawfully occupied. The Commissioner shall report all obstructions thereon and any unlawful use of the same to the Council, except where the laws of the municipality require direct action against violators of the municipal law governing the public ways and property. The Commissioner shall have the authority to go upon private property at reasonable hours in the exercise of its official duties. The Commissioner shall serve all notices pertaining to sidewalks, streets, alleys and other property unless some other official is specifically required to serve such notices. It shall be the Commissioner's duty to keep in a suitable book an accurate record of the performance of its official duties which shall include such information as may be required by the City Administrator or the Council. It is hereby made the duty of the Street Commissioner to view and inspect all sidewalks contiguous to public property within the municipality to ascertain if any snow, ice, mud or other obstructions encroach into or upon said sidewalks.
The Chief of Police shall have the immediate supervision of the police. The Chief of Police and the police officers shall have the power and it shall be their duty to arrest all offenders against the laws of the state or of the City, by day or by night, in the same manner as a Sheriff or Constable, and keep them in the City jail or other place to prevent their escape, until a trial or examination may be had before the property officer; and they shall have the same power as a Sheriff and a Constable in relation to all criminal matters arising out of a violation of a City ordinance. They shall arrest and detain any person found violating any law of Nebraska or any law of the City until a legal warrant can be obtained. Each member of the City Police Department shall have the duties of becoming well informed as to the laws of the state and laws of the City, of enforcing such laws, of wearing at all times the badge, uniform and insignia furnished by the City for the police and of properly caring for the same and such further duties as shall be assigned to them by the Mayor and Council and as are otherwise provided by law. The Chief of Police shall have custody of all municipal property used by the City police; shall execute the orders of the Mayor; shall be a member of the Board of Health and the Secretary and Quarantine Officer thereof; shall have charge of traffic control on the City streets; shall make and file or cause to be made and filed complaints for violations of the ordinances of the City; shall have charge of the City jail and the prisoners therein; and shall perform such other duties as are assigned to or required of him by the Mayor and Council or otherwise provided by law.

A. 
Purpose of position. Fire Chief shall be appointed by the Mayor, by and with the approval of a majority of those members either elected or appointed to the City Council and shall report to the City Administrator and supervise the paid fire fighters and emergency service personnel of the Papillion Fire Department; the members of the Voluntary Fire Department and administrative staff of both organizations. The Fire Chief shall be responsible for the daily operation of the Fire Department through the development, coordination, direction, and administration of operational activities pertaining to all functions of the fire and emergency medical services for the City of Papillion.
B. 
Essential functions. The Fire Chief:
(1) 
Plans, coordinates, supervises and evaluates departmental operations, including all facets involved with personnel, resources, facilities, equipment, services and programs to ensure the appropriate provision of fire prevention, suppression and EMS service to the community.
(2) 
Develops and implements a comprehensive fire and emergency medical service program to emphasize administrative and operational policies and procedures designed to improve fire operations, achieve departmental goals and objectives and to ensure the appropriate protection of life and property and enforcement of laws, ordinances, rules and regulations.
(3) 
Performs supervisory functions such as staffing, scheduling work, assigning and reviewing work duties, motivating personnel, monitoring and conducting performance evaluations and administering disciplinary actions.
(4) 
Participates in labor relations activities as related to the Fire Department; provides assistance to the management negotiating team.
(5) 
Is responsible for the development, review and enforcement of City ordinances and resolutions pertaining to fire and emergency medical services regulations for the City; makes recommendations as needed.
(6) 
Responds to major fires and other disasters and directs activities as necessary; offers mutual aid services to surrounding communities and rural areas.
(7) 
Evaluates the training needs of the Department; provides or coordinates training; reviews training information and approves training programs.
(8) 
Coordinates the development, evaluation and maintenance of departmental rules and regulations; reviews and approves the issued policies; ensures that all staff and volunteer personnel adhere to departmental directives at all times.
(9) 
Directs and performs research of alternative approaches to fire suppression, hazardous materials handling and emergency programs.
(10) 
Develops and administers the departmental budget and maintains various financial records and reports.
(11) 
Determines the allocation of funds at the local, state and federal level, including grant funding; reviews grant applications and coordinates the implementation of funding; ensures the appropriate use of funding and related resources in conjunction with the strategic and economic forecasts for the Department.
(12) 
Attends various meetings, including City Council meetings; answers inquiries and makes recommendations pertaining to the functions of the Department.
(13) 
Prepares and submits periodic reports to the City Administrator and City Council regarding departmental activities such as fire prevention programs, suppression activities, EMS activities, fire inspection, code enforcement, special projects, strategic planning, etc.; prepares various other reports and records as needed.
(14) 
Plans and directs an active public relations program, including but not limited to press releases, addressing the concerns of citizens' groups and representatives of organizations, promoting fire prevention programs, and public addresses and appearances.
(15) 
Coordinates activities with the Civil Service Commission such as the testing and hiring of fire fighter candidates, conducting various meetings and discussions on recommendations for the Department.
(16) 
Meets with elected and/or appointed officials, other Fire Departments, the community, business leaders, and the general public on all aspects of departmental activities; serves as a liaison for the City with other local, state and federal fire agencies in the pursuit of providing mutual efforts in promoting public safety and protection for the community.
(17) 
Attends conferences and meetings to keep abreast of current trends in fire prevention, suppression, hazardous material management and emergency medical services; represents the Department in a variety of local, state and federal meetings.
(18) 
Answers inquiries from the general public; receives citizen complaints and handles situation and/or refers individual to appropriate City official for resolution.
(19) 
Establishes and maintains positive public relations with the general public, other employees, other governmental agencies and municipal officials.
(20) 
Operates standard office and departmental equipment relating to a comprehensive fire program, i.e., copier, fax machine, personal computer, calculator, communication equipment, cameras, etc.
(21) 
Performs other duties as directed or as the situation dictates.

A. 
The Planning and Zoning Director is hereby authorized and directed to enforce all the provisions of the Municipal Code pertaining to building construction and repair.
B. 
For such purpose, he or she shall have the powers of the municipal police. In accordance with its duties and upon presentation of proper credentials, the Planning and Zoning Director, or its duly authorized representative, may enter at all reasonable times any building, structure or premises to perform any duty imposed upon the Director by any building code, housing code, electrical code, plumbing code or gas code duly adopted by reference in the Municipal Code, or direct said work halted until authorization is received from the Planning and Zoning Director to continue the work.
C. 
When any structure is in a dangerous condition or the building is being used contrary to the provisions of the laws of the municipality, the Planning and Zoning Director and agents or assistants may order such use discontinued or portion of the structure thereof in violation vacated. The Planning and Zoning Director and agents or assistants, acting in good faith and without malice in the discharge of its duties, shall not thereby render himself or herself personally liable and is hereby relieved from all personal liability for any damage that may accrue to persons or property as the result of any act or omission in the discharge of its duties.
D. 
Any suit brought against the Planning and Zoning Director and agents or assistants because of an alleged act or omission performed in the enforcement of any provision of the Municipal Code relating to buildings or building construction shall be defended by the legal department of the municipality until final termination of the proceedings. The Planning and Zoning Director may request, and shall receive so far as may be necessary in the discharge of its duties, the assistance and cooperation of other officials of the municipality.
E. 
The Planning and Zoning Director shall have such additional duties and make such report as the Council may prescribe from time to time. All actions by the Planning and Zoning Director shall be subject to the supervision of the City Administrator.
F. 
The Planning and Zoning Director shall have the general duties of planning, organizing and directing the operations and activities of the Planning Department and perform directly related duties as required. The principal function of the Planning and Zoning Director is to provide oversight to all operations and activities involving urban planning within the City of Papillion and the extra-territorial jurisdiction of the City. The Planning and Zoning Director shall be under the direct supervision of the City Administrator but shall have the ability to exercise independent judgment and initiative. The Planning and Zoning Director shall supervise all employees within the Planning and Zoning Department. The Planning and Zoning Director shall also perform such other tasks and duties as directed by the City Administrator and as shall be set forth in the job description for the Planning and Zoning Director as determined by the City Administrator.
The Mayor may, by and with the advice and consent of a majority of the Council, appoint a Parks and Recreation Director. It shall be the duty of the Parks and Recreation Director to take charge of all parks and any other recreational facilities belonging to the municipality; which parks and recreational facilities shall be maintained by the Public Works Department, subject to approval by the Council. The Parks and Recreation Director shall formulate appropriate rules and regulations for the management, use and operation of the parks and any other recreational facilities belonging to the municipality other than those administered by contract. The Parks and Recreation Director shall be removable at any time by the Mayor with approval of a majority of the Council. All actions of the parks and Recreation Director shall be subject to the supervision of the City Administrator.
A. 
Nature of work. This appointed position is entrusted with the planning, directing and staffing of the golf course grounds maintenance. Work involves the supervision of maintenance of the green, icing area, rough area and all other areas; supervises the planting and horticultural practices involved in growing various turfgrasses, trees and ornamental plants.
B. 
Responsibilities and duties. The Golf Course Superintendent shall:
(1) 
Supervise the maintenance of the putting greens, tees, fairways, roughs, bunkers and related areas by the use of cultural and management practices.
(2) 
Instruct equipment operators in the safe, efficient operation and care of the mowing equipment. Train, motivate and effectively direct the work of employees in a safe, efficient manner.
(3) 
Be responsible for the servicing and repair of the turfgrass equipment.
(4) 
Prepare the annual budget and keeps records of annual maintenance activities and costs. Purchasing of supplies and materials.
(5) 
Supervise the proper and safe use of chemicals and pesticides.
(6) 
Be responsible for the upkeep of the entire irrigation system.
(7) 
Perform additional duties as assigned.
C. 
Relationships. The Golf Course Superintendent shall:
(1) 
Report to the City Administrator and in the absence of the City Administrator, report to the Mayor.
(2) 
Direct maintenance personnel under supervision at the golf course.
(3) 
Coordinate and cooperate with City Administrator and Mayor, fellow department heads, City personnel and golf pro.
All officials appointed by the Mayor and confirmed by the Council shall hold the office to which they may be appointed until the end of the Mayor's term of office, except for the Chief of the Fire Department whose term of office shall be for one year only; and until their successors are appointed and qualified, unless sooner removed, or the ordinance creating the office shall be repealed, except as otherwise herein provided.[1]
