The Council may, by resolution, designate any
street, or portion thereof, where vehicles shall be parked parallel
with and adjacent to the curb so as to have both right wheels within
six inches of the curb or where vehicles shall be parked at any angle
on any street, or portion thereof, and shall be parked with the right
front wheel of such vehicle at the curb. Where stalls are designated
either on the curb or pavement vehicles shall be parked within such
stalls.

The Council may, by resolution or ordinance,
set aside any street, alley, public way or portion thereof for the
parking of any particular kind or class of vehicle and where the parking
of vehicles has been prohibited by resolution or ordinance, no vehicle
prohibited from parking thereon shall stand or be parked adjacent
to the curb of said street, alley, public way or portion thereof longer
than the period of time necessary to load and unload freight or passengers.

No vehicle shall be parked on any street in the City of Papillion
for a longer continuous period than 72 hours and on streets where
a continuous parking period shorter than 72 hours has been established
by either resolution or ordinance. Such shorter period shall control
on streets where, by resolution or ordinance, parking is restricted
in whole or in part or during certain periods of certain days.
There is hereby created the Parking Violations
Bureau as a branch of the Office of the City Clerk. It shall be the
duty of the City Clerk to collect all fines for violations of all
parking ordinances enacted under this code. Such fines shall be in
the amount of $10 for each violation if paid within seven days of
the date of the violation or the sum of $20 if paid after seven days
but within 30 days of the date of the violation. The City Clerk shall
immediately notify any person who fails to pay a parking fine within
seven days after the violation. The parking fines shall be payable
at the office of the City Clerk. Should any such fine not be paid
within 30 days of the violation, a complaint against such person shall
be filed in the appropriate court. Upon conviction the fine for failure
to pay a parking fine within 30 days of the violation shall be $40,
plus court costs. All money collected by the City Clerk under this
section shall be transferred to the City Treasurer at the end of each
month. The City Clerk shall keep accurate records of such fines.

A. No person shall park any truck-tractor, semitrailer,
or any vehicle which individually or in combination with a trailer
exceeds a length of 20 feet, or exceeds a height of 10 feet, or exceeds
a width of eight feet (as measured at widest points of vehicle, not
to include attached side mirrors), upon any street or alley in a residentially
zoned district, unless such vehicle is actually loading or unloading
materials or passengers, or waiting an opportunity to load or unload
materials or passengers, and the driver is present with the truck-tractor,
semitrailer or vehicle, or, when such vehicle and/or trailer is being
used in connection with repair, service or moving operations. This
section shall not be construed to allow stopping, standing or parking
where prohibited or restricted elsewhere in this Code or by official
traffic signs. Any vehicle in violation of this section is hereby
declared to be a public nuisance and may be cited and/or removed as
provided by law.
B. The following definitions shall govern terms as used
in this section:
SEMITRAILER
Any vehicle, with or without motive power, designed to carry
persons or property and to be drawn by a motor vehicle and so constructed
that some part of its weight rests upon or is carried by another vehicle.
TRAILER
Any vehicle, with or without motive power, designed for carrying
persons or property and for being drawn by a motor vehicle and so
constructed that no part of its weight rests upon the towing vehicle.
TRUCK-TRACTOR
Any motor vehicle designed and primarily used for drawing
other vehicles and not so constructed as to carry a load other than
a part of the weight of the vehicle and load so drawn.
VEHICLE
Every device in, upon, or by which any person or property
is or may be transported or drawn upon a highway, except devices moved
solely by human power or used exclusively upon stationary rails or
tracks.
